About this file

This is a Requirements/Specification Document for the procurement of a water bath for microcalorimeters by the National Institute of Standards and Technology (NIST) Communications Technology Laboratory, Radio Frequency Technology Division, Guided Wave Electromagnetics Group.

NIST requires one (1) temperature-controlled water bath for RF power calibrations. The equipment must achieve temperature stability of 0.001°C maximum and temperature uniformity of 0.005°C maximum when filled with water. The water bath must maintain stable temperatures between 10°C and 30°C, feature an access opening of at least 6 inches by 11 inches, and provide a water depth of at least 16 inches. The unit should include a cart with wheels and computer communication capability via GPIB, USB, or ethernet with SCPI command responsiveness. Delivery is scheduled for October 1, 2027, with a maximum delivery window of 60 days after receipt of order to the NIST-Boulder facility at 325 Broadway, Boulder, Colorado 80305. Vendors must possess an active Unique Entity Identification Number (UEI) registered on SAM.gov and an Export Control Classification Number (ECCN) at the time of award. The document indicates that base manufacturer warranty is acceptable; however, installation, training, calibration, maintenance, and other ancillary services are not required (N/A). No specialized facility utilities, inspection procedures, or government-furnished materials are specified.

Requirements / Specification Document

TITLE: Water Bath for Microcalorimeters

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Radio Frequency Technology Division Guided Wave Electromagnetics Group (672.01)

General Statement of Need:

The Guided Wave Electromagnetics Group needs a temperature-controlled water bath for RF power calibrations. A water bath is an insulated tank that can be filled with water, and has the ability to regulate the temperature of the water through heaters and refrigeration.

Water baths often have stirrers to improve temperature uniformity. The water bath needs to have the best temperature stability and uniformity possible. It also needs to be big enough to contain NIST’s RF power measurement equipment.

Item Specifications and Quantities:

Item 1: Water bath Quantity: 1 Specifications: 1.1 Temperature stability of 0.001 C, at most (when filled with water).

1.2 Temperature uniformity of 0.005 C, at most (when filled

with water).

1.3 Able to achieve a stable water temperature between 10

degrees C and 30 degrees C, at least

1.4 Access opening shall be at least 6 inches by 11 inches.

1.5 Depth of the water shall be at least 16 inches.

1.6 Should have a cart with wheels.

1.7 Should have a way to communicate with a computer (GPIB, USB, or ethernet) and should respond to SCPI commands or similar.

Vendor Requirements

1. Possess at time of award/contracting an Export Control Classification Number (ECCN).

2. Possess at time of award/contracting a Unique Entity Identification Number (UEI) which registration is listed as “Active” on the GSA System for Award Management (SAM.gov).
