About this file

This is a Requirements/Specification Document for procurement of a High-Frequency Dual-Channel Signal Synthesizer by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, Spectrum Technology and Research Division. The procurement includes three items: (1) one Stable and Phase Coherent Two-channel RF Synthesizer with phase coherency between channels; (2) one Synthesizer Enhancement Options Packet with high-frequency and high-power capabilities; and (3) one Instrumentation Rack Mount compatible with standard scientific racks. Delivery shall be completed no later than 15 weeks after release of order to NIST-Boulder, Mail Stop 675.03, 325 Broadway, Boulder, Colorado 80305.

The Synthesizer Enhancement Options Packet must meet specific technical requirements including: minimum operating frequency of 50 MHz or lower and maximum of 40 GHz or higher; maximum output power of ≥13 dBm from 50 MHz to 40 GHz; low single-sideband phase noise specifications ranging from -154 dBc/Hz at 50 MHz to -100 dBc/Hz at 40 GHz; low harmonics of <-30 dB for frequencies between 50 MHz and 25 GHz; non-harmonics spurs ≤-50 dBc across the full frequency range; and USB and GPIB connector ports for communication interface. Electronic delivery shall include software and electronic manuals. Warranty coverage requires one year of labor and parts for the Two-channel RF Synthesizer and three years of labor and parts for the Enhancement Options Packet and Rack Mount. Vendors must possess an active Export Control Classification Number (ECCN) and a Unique Entity Identification Number (UEI) registered as "Active" on SAM.gov at the time of award. Inspection and acceptance will occur on-site with acceptance expected within 7 business days.

Requirements / Specification Document

TITLE: High-Frequency Dual-Channel Signal Synthesizer

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Spectrum Technology and Research Division Shared Spectrum Metrology Group (675.03)

General Statement of Need:

Accurate noise characterization is critical for amplifiers and transistors. A new wide band millimeter wave (mmWave) digital correlator measuring noise parameters based on a wave model was recently developed that covers 4 GHz segment of the Ka band. Ka band has been primarily used for high-capacity satellite communications, 5G/6G networks, and radar applications. It provides wide bandwidth supporting high-speed data transfer and allowing compact receivers. To down convert the mmWave signal, the key item is a stand-alone, high-performance and stable radio-frequency dual-channel (or multi-channel) signal synthesizer providing both precision magnitude and coherent phase as the local oscillators.
