About this file

This document is an Attachment B for Special Conditions for Meat, specifically related to a Request for Proposal (RFx No.: 3000025211) for September 2025 Meat & Cheese for a Department of Corrections (DOC-PE). The document provides detailed specifications for chicken leg quarters, livers, and gizzards, covering RFx Line Numbers 1 and 41. The specifications require chicken products to be prepared from disease-free chickens, processed according to sound operating procedures, and delivered in a solidly frozen state with strict temperature controls (no higher than 10 degrees Fahrenheit upon delivery).

The document includes a special note regarding federal procurement guidelines, specifically Federal Law 7 CFR Part 3016.60(C), which prohibits unreasonably restrictive qualifications or percentage factors that could provide bidding advantages to in-state or local firms. This applies to public agencies receiving funds under the USDA Child Food Nutrition Program, including school districts and tribal governments. The packaging requirements mandate that products be delivered on standard 40" x 48" non-throwaway pallets, packed in plastic-lined boxes, with each box monofilament taped or plastic banded and labeled with the packing date.
