About this file
This document is Attachment B - Special Conditions for Meat related to a meat and cheese procurement solicitation (RFx No.: 3000024897) for the USDA Child Food Nutrition Program, involving public agencies including school districts and tribal governments. The solicitation is a rebid for July 2025 and appears to be a competitive bidding process for meat and cheese products.
The key focus of this document is a special note highlighting federal procurement regulations under 7 CFR Part 3016.60(C), which explicitly prohibits unreasonably restrictive qualifications or percentage factors that could give bidding advantages to in-state or local firms. This regulation ensures open and free competition for public agencies receiving USDA nutrition program funding, preventing local preference mechanisms that might create barriers to fair competitive bidding.
