STATEMENT OF WORK

BRIEF DESCRIPTION OF PROJECT:

The project map provided identify the project unit and where the work is to occur. The vicinity map identifies the location of the project in Lake County, Minnesota. The unit being treated is 41 acres of cut, pile, and crush with heavy equipment. The project map also identifies segments along the unit boundaries called 15 ft slash free identified by orange dashed line and cross hatch. Work is to be completed by mechanized vehicles or machinery.

Location:

Reference project and vicinity maps This project boundary has been surveyed and a geo referenced maps available. Do not treat outside of the project area

Objective:

To eliminate hazardous fuels created by Spruce Budworm affected trees and to create areas to interplant birch, cedar, and pines.

Fuels to be disposed of by cutting and piling are defined as:

• Downed and dead trees of all size classes.

• Cut all Spruce and Fir in all size classes.

• Dead standing trees less than 6 inches DBH.

Tree species to avoid cutting and minimize damage to

• Except as necessary to operate and for access/egress: White pine, Red pine, Jack pine, Tamarack, Maple, and Cedar.

Slash free areas

• To the extent possible, create a slash free area to within 15 feet of Lake County Road 7 along the north end of the unit.

Dispose of understory fuels to the following specifications

• Piles should be a minimum of 15ft radius X 15ft high and no bigger than 50ft radius X 30ft high.

• All cut species are to be piled and any residual vegetation crushed to below 2 feet.

• Locate, as much as possible, the piles in natural openings and 10’ away from live trees to prevent residual fire damage.

• Avoid placing dirt and roots within piles.

• Piles will be constructed in a compacted manner to allow for adequate burning. See pile example at the bottom of the sheet.

• Consult with project inspector if objectives cannot be met. An alternative will be agreed upon and objective specifications will be adjusted/documented to meet the project objective.

Other Specifications/Capabilities:

• 1. Logging machinery including feller buncher, processor, harvester or excavators equipped with cutting attachments capable of severing trees at the stump will be needed.

• 2. Piling is the required method of pile construction. Pile construction will not take place by pushing felled trees.

• 3. Non-cut tree species may need to be felled to access Spruce/Fir.

• 4. Avoid unnecessary damage to non-cut tree species.

• 5. Operations will take place during frozen conditions or dry non-frozen conditions. COR will determine the appropriateness of site conditions prior to starting and during work.

• 6. If operating during non-frozen conditions, avoid lowlands where soil damage may occur.

• 7. Equipment shall not be operated when ground conditions are such that excessive damage will result.

• 8. Stumps from cut trees will not exceed 12” in height.

• 9. Cut material will not be left within trails, roads, or utility clearings.

• 10. Downed live and dead trees will be crushed to a fuel bed less than 2’ high.

• 11. Balsam fir/Spruce 1” DBH and smaller will be crushed.

• 12. A pre-work meeting with the COR is required prior to starting work.

• 13. Contractor shall not remove any flagging that marks unit boundaries.

• 14. Damage to roads, trails, signs, utilities, and other improvements will be reported to the COR and corrected by the contractor.

• 15. Supplies, equipment, fuel, and maintenance shall be the contractor’s responsibility.
