About this file
This Statement of Work (SOW) details septic and vault toilet pumping services for the U.S. Forest Service's East Zone, covering Eagle River/Florence and Lakewood/Laona Ranger Districts. The vendor will be responsible for pumping campground vault, holding, and septic tanks within 5 business days of request, using an empty truck with a minimum 4,500-gallon capacity. The Forest Service will provide a technician with a truck-mounted pressure washer and 50 gallons of water to guide the vendor to recreation sites.
The scope includes servicing 127 total campground vault toilets (60 in Eagle River/Florence, 67 in Lakewood/Laona), multiple wastewater holding tanks, and several septic tank systems. Historically, the contract involves an average of 12 service calls per season, handling approximately 60,000 gallons of effluent (up to 75,000 gallons), with an average of 10 tanks pumped per call. The vendor must dispose of waste according to Wisconsin Department of Natural Resources regulations, with compensable time calculated from the initial meeting at a Forest Service office to 1.5 hours after vendor release to allow for disposal time.
