About this file

This Statement of Need details a procurement by the National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service Northwest Fisheries Science Center for a specific Goulds VIT-CT 60 HP stainless steel four-stage deep well pump. The pump is critical for maintaining seawater flow to fish culture facilities supporting endangered species research at the Manchester Research Station in Port Orchard, Washington.

The technical specifications require a fully assembled pump with precise parameters, including 1250 GPM capacity, 134 TDH head, serial number 537119, and full compatibility with an existing Emerson US Motor. The pump must be made entirely of stainless steel to ensure corrosion resistance. The delivery schedule mandates procurement within 90 days after the award date, with delivery to the Northwest Fishery Science Center's Manchester Research Station at 7305 Beach Drive, Port Orchard, Washington 98366. The primary objective is to maintain a spare pump that can be rapidly interchanged with existing units to ensure continuous life support for endangered fish species.

STATEMENT OF NEED

National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC)

Manchester Research Station, Goulds 60 HP Stainless Steel Pump

PURPOSE: The objective of this action is to obtain a new, fully assembled Goulds VIT-CT s/n 537119 four stage pump that is identical to the existing pumps currently in service at Manchester Research Station.

BACKGROUND: The NWFSC operates two VIT-CT 60 HP stainless steel pumps that work in tandem to deliver 2,400 gpm of processed seawater to the fish culture facilities at the Manchester Research Station. Each VIT pump consists of a 60 HP electric motor coupled to a pump (wet end) section; the electric motor powers the pump section that in turn pumps the water. As the pumped seawater provides life support for fish listed as endangered under the United States Endangered Species Act, it is crucial that the station maintain its full pumping capability at all times. In order to ensure this continuous flow, a complete new spare Goulds VIT- CT s/n 537119 four stage pump is maintained in the station's warehouse that can be used to replace either of the two existing identical pumps. Having this spare on hand is necessary as many components are not off the shelf items (bowls, turbines, shafts, etc.) and usually require extensive lead time (several months) for acquisition. Without a replacement wet end currently on the shelf, a new one must be acquired to ensure staff can rapidly replace one of the operational units should they fail. Although it is our intention to operate the motor and pump section as a matched set, they should remain fully interchangeable with the existing 60 HP motors and pump sections so they can be swapped as needed to maintain a constant flow of seawater to the Station’s Endangered Species and other research critical stocks.

SCOPE OR MISSION: Vendor to supply a fully assembled, stainless steel, Goulds VIT-CT s/n 537119 four stage pump to match existing pumps currently in service at Manchester Research Station in accordance with the below specifications.
