Introductions & Disclaimer (Contracting Officer) How to Write Concept Notes (Health Office) Technical Approach Personnel Management Approach Procurement Requirements Overview (OAA) SAM Registration Support Workwithusaid.org
How to write concept Notes Technical Approach - Key Points Any Concept Note submitted for this activity should propose an approach that satisfies the review criteria and exhibits the characteristics set forth in the NOFO.
Concept Notes will be assessed according to a set merit review criteria using an adjectival rating system (Very Good, Satisfactory, and Marginal).
In the NOFO, the technical merit review criterion 1 is significantly more important than merit review criterion 2.
All technical evaluation factors when combined are significantly more important than cost or price.
How to write concept Notes Technical Approach - Key Points … The extent to which the concept demonstrates a comprehensive viewpoint that shows innovations and approaches and lays out unique capability to achieving the results set forth in the Program Description.
The extent to which the technical approach demonstrates how it will execute the objectives and achieve the expected results outlined in the Program Description.
The concept must include enough specifics to demonstrate that the proposed approach is feasible and appropriate to the context and challenges to support children, adolescents, and families in the epidemic to improve HIV and health outcomes and reduce new HIV infections among adolescent girls and young women (AGYW).
How to write concept Notes Management Approach - Key Points Extent to which the management and staffing plan demonstrate managerial and technical ability to cost-effectively achieve the activity objectives.
Extent to which the proposed Key Personnel plan demonstrates experience, expertise and skills required to implement the program.
The Applicant must demonstrate clear capacity and experience to accomplish the range of technical interventions described in the program description.
Procurement Overview Review evaluation criteria: Study the evaluation criteria and their order of importance as listed in the solicitation. Typical evaluation criteria include technical expertise, staffing, experience and capabilities, and past performance.
Ask questions: The NOFO will include a point (or points) of contact. Only those individuals should be contacted about the solicitation; all questions should be submitted in writing.
Be aware of deadlines: Check dates and times, and take into account time zone differences. Information submitted past the deadline will likely not be accepted.
Follow instructions: The NOFO will include specific requirements and instructions for preparing your response. We recommend that organizations create a checklist of key items and mark them off as they are completed. If you do not follow the requirements exactly, your submission may be disqualified.
Procurement Overview Understand USAID: It is important to demonstrate that your organization has an understanding of USAID’s operations. Review the Agency’s program cycle, and read relevant Country Development Cooperation Strategies.
Demonstrate ability to perform: Past performance information is a key factor for predicting successful performance. Your organization needs to provide information about your relevant recent past performance. If your organization is new to doing business with USAID or the U.S. Government, you can submit performance information from other work.
Explain how your proposed costs are competitive: We are responsible for achieving the best value in our awards. Solicitations usually request that cost proposals also outline a narrative describing, in detail, how your costs were developed.
Demonstrate financial and organizational responsibility: USAID makes a responsibility determination based on financial and organizational standing. We use the Federal Awardee Performance and Integrity Information System (FAPIIS) as one resource to verify this information, or the USAID Agreement or Contracting Officer may conduct a formal pre-award survey of your organization.

UNIQUE ENTITY IDENTIFIER (UEI)
SAM.GOV REGISTRATION
To be eligible to apply for U.S. federal awards (grants or contracts), entities need to obtain the following registrations:
A non-U.S.-based organization must obtain a free NATO Commercial and Government Entity (NCAGE) code.
All organizations seeking federal funding must register in the System for Award Management (SAM), the official mechanism for potential partners to register to do business with the U.S. Government by logging onto www.sam.gov A U.S.-based organization needs a free CAGE code. This is generated when you apply for SAM, a process that can take 4+ hours.
Through SAM, all organizations will be assigned a 12-character alphanumeric Unique Entity Identifier (UEI).
Be sure to use your exact organization name for all registrations. Any variation may cause issues.
