About this file

The document is a Single Source Justification for the Department of Veterans Affairs (VA) to acquire the Vericor Triage and Treatment System to support Mass Casualty Incident response at the Bay Pines VA Healthcare System and across the VA's VISN 8 network. The justification states that the Vericor system is the only product that integrates with the VA's existing Dual Use Vehicle Kits and is used by the VA's Federal Coordinating Centers. The justification provides details on the unique characteristics of the Vericor system, the market research conducted, and the contracting officer's certification.

The related federal contract opportunity is a combined synopsis/solicitation (RFQ 36C24824Q0970) for the procurement of 5 Vericor Hospital Triage and Treatment Modules to be delivered to the CW Bill Young VA Medical Center. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a period of performance of 60 days. Quotes are due by May 16, 2024.

Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C248-AP-24-3513

1. Contracting Activity: Department of Veterans Affairs, VISN 08, Bay Pines VA Healthcare System

10000 Bay Pines Blvd, Bay Pines, Florida, 33744. Transaction number 516-24-3-1384-0022.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

$140,000 was received through Emergency Management Performance Improvement funding to purchase the Vericor Triage and treatment carts. This series of products provide the necessary components for medical staff to care for casualties when they arrive on scene during a Mass Casuality Incident at each level of care. Each cart and related component also acts as a storage device for all supplies and equipment related to patient care and examination and staff personal protection.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This Vericor System have components which integrate with current Dual Use Vehicle Kits which we currently have on station. This is also the triage and treatment system used for our sister sites within VISN 8, and used for National Disaster Medical Systems (NDMS) and our Federal Coordinating Centers (FCC) in both Tampa and Miami. While FCC/NDMS are supported through the James A.

Haley VA Medical Center in Tampa, standardized equipment is required as we could be called upon to provide support for larger operations. The system is used at the majority of VA facilities nationwide.

VeriCor is the only source that determines the proper equipment type and quantity by coupling required capabilities with demand planning factors (usage rates, demographics, period of operations, and medical treatment protocols)

VeriCor or their authorized distributors are the only sources that will organize all items into a comprehensive Response-Friendly TNT System

• Individual items packaged in soft-sided roll-packs organized by care function

• Stored in mobile, hard-sided, color-coded medical cases

• Cases labeled with vinyl alphanumeric lettering, a content tag and an internal packing list

VeriCor and authorized distributors are the only source that will create and provide a SmartBook operators manual for system sustainment. This manual includes:

• Detailed equipment/supply lists including:

4. Description of market research conducted and results or statement why it was not conducted:

Market research efforts include queries on Federal Procurement Data System (FPDS), General Services Administration (GSA) eLibrary, and System for Award Management (SAM) which rendered no compatble hospital triage and treatment modules. Market research has been conducted to find similar products but the kits that we have found are for “in the field” use and do not have the comprehensive supplies and equipment needed for a large scale event. VeriCor email also confirms they do have SDVOSB authorized distributors for the replenishment items in this requirement for standard offering only.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
