About this file
Attachment B is a Salient Characteristics document for urology instrumentation sets for the Department of Veterans Affairs, detailing comprehensive technical specifications for procurement. The document outlines requirements for four primary instrument categories: general requirements (applicable to all sets), cystoscopy sets, transurethral resection sets, and semi-rigid long ureteroscopes, with specific technical criteria for each type.
Key specifications include instruments constructed of surgical-grade stainless steel, FDA-approved for clinical use, compatible with existing VA operating room equipment, and validated for sterilization using VA-approved methods. Critical features for specific instrument types include high-definition lens options for cystoscopes, active working elements for resection sets, precise deflection capabilities for ureteroscopes, and requirements for working channels, imaging compatibility, and ergonomic design. The document also mandates that vendors provide full manufacturer instructions, validation data, and training on instrument use and reprocessing.

1. General Requirements (Applicable to All Sets)
• Constructed of high-quality, surgical-grade stainless steel or equivalent medical-grade materials
• Reusable instruments Shall be validated for sterilization using VA-approved sterilization methods, including steam sterilization (pre-vacuum and gravity displacement), and shall comply with AAMI ST79 standards and manufacturer’s Instructions for Use (IFUs)
• Compatible with existing operating room equipment, including video towers and camera heads
• Ergonomically designed to support precise control and minimize user fatigue
2. Cystoscopy Sets
• Includes rigid cystoscopes with 30°,12° and/or 70° high-definition lenses
• Continuous flow sheaths with obturators and bridges
• Working channels for use with graspers, biopsy forceps, and laser fibers
• Shall be compatible with facility’s light source and imaging system
3. Transurethral Resection Sets (TURP/TURBT)
• Resectoscope sheaths with continuous flow and active working elements (monopolar or bipolar, based on facility preference)
• Includes compatible electrodes: loop, rollerball, and knife types
• Heat-resistant insulation for high-frequency energy use
• Integrated irrigation and suction ports for fluid management
4. Semi-Rigid Long Ureteroscopes
• Length of at least 42 cm; diameter between 6 Fr and 9 Fr
• Deflection capability of at least 270° total
• Working channel for laser fiber and stone retrieval instruments
• High-resolution fiber-optic or digital imaging compatible with VA endoscopic systems
• Shall include irrigation adapters and connectors
5. Additional Requirements
• Shall be FDA-approved for clinical use
• Shall include full manufacturer’s IFUs and validation data for sterilization using VA-approved methods
