Attachment B - Questions and Answers
Solicitation # 19J01026R0002
SENSITIVE BUT UNCLASSIFIED
Question (1): Could you please advise the current incumbent contract cost, specifically; Current monthly price for Standard Routine Services (Embassy Compound), and, Current monthly price for Standard
Routine Services (Offsite Warehouse), and the total annual contract value (base year), if available.
Answer: The Performance Work Statement (PWS) under the current solicitation differs from that of the incumbent contract (No. 19J01021D0003), including changes to the scope and an increase in the area of coverage. Offerors shall prepare and submit their proposals in accordance with the requirements of the solicitation.
Question (2): Section L states that “Subcontracting any work will not be accepted.” Please confirm whether an offer submitted as a Joint Venture (JV) is acceptable. The purpose of the JV is to leverage a local entity’s long-term experience in providing cleaning services to government and private entities within Jordan.
Answer: With this amendment, DOSAR clause ‘ 652.242-73 “AUTHORIZATION AND
PERFORMANCE” is amended with the following information.
• (b) If the party actually performing the work will be a joint venture partner, then such joint venture partner agrees to the requirement of paragraph (a) of this clause.
Question (3): Section L requests evidence that the offeror operates an established business in Jordan or will establish an office within 30 days after award. Please confirm what forms of evidence are acceptable at proposal submission (e.g., commercial registration, lease or MOU, utility bill, local telephone listing), and whether submission of an office-establishment plan is acceptable if a permanent address is not yet in place. The Bridge Co. is currently in the process of establishing a physical office and obtaining the necessary registrations in Jordan.
Answer: Please refer to Section L, to L.1.1.2(2) & (6), H.4, and 652.214-71 in the solicitation.
Question (4): Sections L and H reference required licenses and permits under Jordanian law. Please confirm which specific licenses, permits, registrations, or appointments (and any required bonds) apply to this contract, and whether proof of application or status is acceptable at proposal submission if issuance occurs post-award.
Answer: Please refer to the Government’s response to question 3.
Question (5): Section B Pricing Clarification: Please clarify (a) the required unit of measure for pricing
“Temporary Additional Services” (e.g., per labor hour, per event, per shift) and (b) how the Government will define, measure, and order the square meters for “Additional standard routine” cleaning services
(e.g., measured by the Embassy or contractor, and ordered via task order).
Answer: Please refer the pricing table in section B for the number of square meters for the additional services.
Question (6): Whether if a Joint Venture (JV) is acceptable?
Answer: Please refer to the Government’s response to question 2.
Question (7): JV is required to be formally registered and legally established (including registration in
Jordan, if applicable). Should this be done post award of contract, or, at the time of proposal submission, or whether registration should be completed prior to contract award.
Answer: Offers are required to submit Representations and Certifications Section K(p)(1)-(3) if applicable along with proposals.
Question (8): Minimum On-Site Staffing: Can the Government confirm whether the minimum on-site staffing requirement applies strictly during normal Embassy working hours only, or whether minimum staffing is also required during after-hours or weekend tasking when services are directed by the COR?
Answer: There is no minimum on-site staffing requirement.
Question (9): As Directed by the COR” Tasks: For janitorial services described as “as directed by the
COR,” can the Government confirm whether such direction is limited to the frequencies defined in the
PWS, and that any increase beyond stated frequencies would be addressed through a contract modification?
Answer: The COR’s direction will be limited to the requirements specified in the solicitation. The
COR does not have the authority to change contract terms or conditions.
Question (10): After-Hours / Weekend Services: Can the Government confirm that janitorial services required outside normal working hours are included in the firm-fixed-price and do not require additional staffing beyond the stated minimums, unless modified by the Contracting Officer?
Answer: Yes. There is no minimal staffing requirement. Staffing is based on satisfactory performance.
Question (11): Transition and Security Clearances: Can the Government confirm whether a phased staffing approach during transition is acceptable where background investigations are still in process, provided minimum cleared staffing levels are maintained?
Answer: Please refer to Section H in the solicitation.
Question (12): Customer Complaints and QASP Thresholds: Can the Government clarify whether customer complaints are tracked per facility, per building, or across the entire Embassy compound for
QASP purposes, and whether multiple complaints arising from a single incident are counted as one or multiple complaints?
Answer: Please refer to E.3.3 Procedures in the solicitation.
Question (13): Can you please confirm that the mentioned tender doesn’t require a JCCS registration?
Answer: Please refer to the Government’s response to question 3.
Question (14): Is a bond required for this contract? If so, please specify the type and the required amount or percentage.
Answer: Please refer to H.4 in the solicitation.
Question (15): Are services required during approved U.S. and/or Jordanian holidays?
Answer: Please refer to B.3 in the solicitation.
Question (16): Is overtime strictly limited to Temporary Additional Services only, as described in Section
C.3.1.4?
Answer: Please refer to B.4, Section C.3.1.4, 652.237-72, and in the solicitation.
Question (17): Please confirm whether pest control services are included or excluded from this contract.
Answer: Please refer to Section J.7.5, Pest Control in the solicitation.
Question (18): Is the Contractor permitted to perform on-site segregation of recyclable materials using compartmentalized carts or designated areas, or must each recyclable material type have a separate bin at the point of initial collection and separate push cart?
Answer: Yes. Please refer to Section C.4.4.1.1 of the solicitation.
Question (19): Please confirm whether the Contractor is required to provide all waste bins, recycling bins, and push carts/utility collection carts, or if these items are currently available as Government
Furnished Property.
Answer: Please refer to Section C.4.4.1.1 of the solicitation regarding recycling bins. With this amendment, existing office waste bins and certain recycling bins at the Embassy’s facilities may be used by the Contractor. The Contractor shall provide any additional recycling and trash bins required to fully perform the services specified under this solicitation.
Question (20): Software Management System: Will the US Embassy provide CAFM/CMMS or is it the
Contractor’s responsibility?
Answer: The Embassy will not provide a Computer-Aided Facility Management (CAFM) or
Computerized Maintenance Management System (CMMS). It shall be the Contractor’s responsibility to provide and maintain any software or system necessary to effectively manage and perform the requirements of the contract, in accordance with the solicitation.
Question (21): Is the Contractor required to supply hardware or devices (tablets, mobile phones) for
GMMS reporting and inspections? And for staff communication?
Answer: With this amendment, the Contracting Officer is revising C.3.1.2 and removing any reference to GMMS.
Question (22): Who is responsible to provide the janitorial services training. Do you have specific training center should we contact them?
Answer: This is the contractor’s responsibility and NOT the U.S. Government’s.
Question (23): You mentioned that some building has three or four floors need to clean the glass windows from outside. My question is, do you provide the work left equipment or should we do provide one?
Answer: With exception to listed items in Exhibit C, refer to exhibit B in the solicitation.
Question (24): You mentioned that landscape for gardening. The question is. does the fertilizing and other treatment is included?
Answer: Please refer to Section C.1.1 of the solicitation. The Contractor shall provide cleaning
/janitorial services for the U.S. Embassy in Amman - Jordan.
Question (25): You mentioned that the water dispenser machine needs to replace the water bottles.
The question is should we contract with water company? Or our job just needs to replace the water bottles only?
Answer: C.2.1.1.11 states ‘Deliver’ but this to say, deliver from the filtration room; therefore, to provide clarify to C.2.1.1.11; with this amendment, the following replacing the entire of the first sentence in this section TO READ ‘Carry from the Embassy filtration room and change the drinking water bottles as needed for water dispensers.’
Question (26): Is biohazard and medical waste removal included in this contract or handled by a separate vendor and reporting it only is under our scope?
Answer: Medical and biohazardous waste are not included within the scope of this solicitation.
Such waste is handled by the Embassy’s Health Unit staff and disposed of through a specialized medical waste treatment facility.
Question (27): During the lunch break. Can our employees use the space in lunch break room?
Answer: Please refer to Exhibit C of the solicitation. The government will furnish a breakroom for contractor personnels.
Question (28): Should we contract with dump tracks to transport trash to dump site?
Answer: Please refer to point C.4.4 of the solicitation. The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform packaging and collection services in support of the U.S. Embassy’s recycling program. The services shall include, but are not limited to, the collection and packaging of recyclable materials such as paper and paper products, glass, aluminum cans, and plastics, in accordance with the terms and conditions of this contract.
Question (29): Do you have storage to our material, equipment’s, and stock?
Answer: Please refer to Exhibit C of the solicitation. The Government provided a site visit walk through on February 17, 2026.
Question (30): Can you provide memorandum of tax exempt for sale tax?
Answer: The U.S. Embassy holds a sales tax exemption from the host government. The tax exemption certificate will be provided to the awarded contractor.
Question (31): Are you have currently or expired contract with janitorial company? Is so how much the amount of the contract? And how many employees are they have working on site?
Answer: Please refer to question one for the answer.
Question (32): Could you please, at least roughly how many Bathrooms and kitchens are required daily provide cleaning services.
Answer: With this amendment, the approximate number of bathrooms is 110 and 15 kitchenet.
Question (33): Is the work to be performed in one 8-hour shift per day, or more than 1 shift? If more than 1 shift, how many?
Answer: Please refer to question 10. See Revisions below.
Question (34): Could you please provide the current consumption quantities for the following items:
Bathroom tissues, Toilet seat covers. Paper towels, General-purpose industrial wipes, and Plastic trash bags?
Answer: The requested date is not available. Please refer to question 1 for additional information.
Question (35): What is the total area or quantity of carpets/rugs included within the scope of work?
Answer: The requested data is not available. Please refer to question 1 for additional
Question (36): In the solicitation documents, Section C.1.4.7 states: “The contractor must review all professional industrial tools and machines provided and submit any additional equipment requests that may be needed to complete the required tasks.” Does this mean that certain industrial cleaning tools and machines are already furnished by the embassy? If so, could you please specify which equipment is currently available?
Answer: Please refer to question 23. The government will only provide the items in exhibit C
“Government Furnished Property”.
Question (37): What is the total or approximate exterior window area required to be cleaned under the
Annual (A) and Semi-Annual (SA) cleaning requirements?
Question (38): Is the contractor responsible for providing cleaning materials for the water dispensers? If yes, how many water dispensers are located at the facility?
Answer: Please refer to questions 23 and 25 for additional information. The government will only provide the items in exhibit C “Government Furnished Property”.
Question (39): What is the total or approximate area required for skylight cleaning as referenced in
Section C.2.1.4.4? and what is the height of these skylights from the ground?
Question (40): What is the total number of bathrooms included in the cleaning scope?
Answer: Please refer to question 32.
Question (41): How many window blinds are required to wash as referenced in Section C.2.1.4.1
Question (42): How many janitorial workers are currently assigned?
Answer: Please refer to questions 1 and 8.
Question (43): How many janitorial workers are currently working at the U.S. Embassy?
Answer: Please refer to questions 1 and 8.
Question (44): Is it the contractor’s responsibility to remove and transport waste and/or recyclable materials from the restaurant located in the NOX Building?
Answer: Please refer to Section C.4.4.1.1 of the solicitation. The restaurant employees, located in the NOX Building (first floor), are responsible for cleaning the kitchen and serving areas and for depositing trash into the designated containers. The Janitorial Contractor is responsible for collecting and removing all trash from these containers.
Question (45): Should the contractor engage a licensed third-party service provider for the collection and disposal of general waste and recyclable materials?
OR is the contractor required to segregate recyclable materials and transfer them to the designated dump/recycling area within the Embassy premises, while general waste is transferred to the external waste bins only?
Answer: Please refer to Section C.4.4 of the solicitation. With this amendment, The Contractor shall be required to segregate recyclable materials and general waste in strict accordance with solicitation and Embassy policies and established waste management procedures. Recyclable materials shall be properly separated and transferred to the designated recycling and/or dump area within the Embassy premises. General waste shall be collected and transferred to the designated external waste bins.
The Contractor shall be responsible for arranging and engaging, if required, a duly licensed third-party service provider for the final collection, transportation, and disposal of waste and recyclable materials outside the Embassy compound, in full compliance with all applicable local laws and regulations.
Revisions:
1. With this amendment, the Contracting Officer is revising E.3.1 Quality Management Plan TO
READ Quality Control Management Plan – here and in F.4 Delivery Schedule. Additionally, to revise E.3.1 Surveillance TO READ E.2.1 Surveillance; E.3.2 Standard TO READ E.3.2.2 Standard;
and E.3.3 Procedures TO READ E.3.2.3 Procedures
2. With the amendment, J.2 Exhibit A – Location and Time Frame for Janitorial Services is revised
TO READ ‘J.2 Exhibit A – Location, Estimated SQM, and Escort Requirements for Janitorial
Services’ here and everywhere else the exhibit is referenced.
3. With this amendment, revising the last sentence in C.1.4.2 TO READ ‘These duties are to be performed daily during normal Embassy operating hours from 0730 – 1630 hrs.’
