About this file

This is a Product Description document for a Department of Veterans Affairs non-expendable equipment solicitation for Scanning Systems: Ultrasonic: Ophthalmic (A-B Scan) devices on a Brand Name or Equal basis. The VA seeks to establish a national contract for ophthalmic A-B scan systems—diagnostic ultrasonic devices that create one-dimensional (A-scan) and two-dimensional (B-scan) images of eye structures for diagnosing conditions such as retinal detachment, vitreous hemorrhage, and tumors. The primary products referenced are the Lumibird Absolu and Compact Touch II systems with multiple probe and accessory options across 14 contract line items (CLINs). The contract covers delivery to Veterans Health Administration facilities throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations including Alaska, Hawaii, Puerto Rico, the Virgin Islands, Guam, the Philippines, American Samoa, and the Northern Mariana Islands.

The base period is 12 months with four optional 12-month renewal periods. Offerors must submit quotes for both CLIN 0001 (ABSolu S Government Bundle) and CLIN 0010 (Compact Touch II AB Government Bundle) to be eligible for award. The solicitation establishes 13 salient characteristics (SCs) that all products must satisfy, including dual A-scan and B-scan capability, video recording functionality, foot switch control, high-frequency probes (10-20 MHz), adjustable biometry parameters, DICOM compatibility, and FDA 510(k) approval. Evaluation will also assess design features, performance capabilities (workflow, imaging depth, lateral resolution, UBM and ICL assistance, pachymetry compatibility), safety features, warranty terms, and training availability. Only new OEM equipment is acceptable; refurbished, remanufactured, or gray market items are prohibited. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and is issued by the Department of Veterans Affairs Strategic Acquisition Center Frederick under solicitation number 36C10X26R0055.

PRODUCT DESCRIPTION

For

NON-EXPENDABLE EQUIPMENT:

Lumibird® Absolu & Compact Touch or Equal Scanning System: Ultrasonic: Ophthalmic (A-B Scan)

Prepared By:

Enterprise Procurement Office Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703

1. SCOPE OF WORK:

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Scanning Systems: Ultrasonic: Ophthalmic (A-B Scan) product line as a candidate for a VA-wide (otherwise referred to as “national”) contract. Ophthalmic A-B Scan systems are diagnostic ultrasonic devices that use sound waves to create images of the eye's internal structures, with the A-scan (amplitude/time-amplitude) displaying a one-dimensional graph of tissue interfaces and the B-scan (brightness/brightness modulation) providing a two-dimensional cross-sectional image. They are used for diagnosing conditions like retinal detachment, vitreous hemorrhage, and tumors, especially when direct visualization is hindered by cataracts or other media opacities. The Ophthalmic A-B Scan system is also used to monitor courses of treatment.

The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Scanning Systems: Ultrasonic: Ophthalmic (A-B Scan) to be used by clinicians throughout VA medical centers and VHA facilities throughout the Continental United States (CONUS) and Outside of the Continental United States (OCONUS). OCONUS includes locations such as Alaska, Hawaii, Puerto Rico, the Virgin Islands, Guam, the Philippines, American Samoa, and the Northern Mariana Islands. The period of performance is for a base of 12-months with four 12-month option periods. The contractor must provide quotes for CLINs 0001 and 0010 to be considered for award.

2. REQUIREMENT

This requirement will be solicited and awarded as a “Brand Name or Equal” which requires the quoter indicate that each product being offered as an “equal” product to the Lumibird® Absolu and Compact Touch II, Scanning Systems: Ultrasonic: Ophthalmic (A-B Scan). For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The quoter must also clearly identify the item by brand name (if any) and make/model number. Finally, the quoter must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
