About this file

This document contains a price matrix template and instructions for a federal contract solicitation seeking programmatic counsel and distressed assets legal services. The U.S. Department of Energy Loan Programs Office requires legal and advisory services to address questions regarding statutory, legal, and regulatory matters applicable to its loan guarantee, direct loan, and credit programs, as well as DOE's rights and remedies concerning distressed asset projects. The price matrix templates provide a structure for offerors to propose fully burdened hourly rates for labor categories including senior partner, junior partner/counsel, senior associate, junior associate, and paralegal over monthly intervals for a 60 month ordering period. Offerors must also specify their handling fee for other direct costs such as travel. The instructions note the government will evaluate total ceiling prices for the entire ordering period and require pricing for the full 66 months.
