Ellex, Inc. SOLO Brand Name or Equal Ophthalmic Selective Laser Trabeculoplasty (SLT) Laser System
Prepared By:
Strategic Acquisition Center Department of Veterans Affairs 10300 Spotsylvania Avenue, Suite 400 Fredericksburg, VA 22408
1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Ophthalmic SLT Laser System product line as a candidate for a VA-wide (otherwise referred to as “national”) single-award Requirements contract award.
Glaucoma is a group of diseases affecting the optic nerve that results in vision loss and is frequently characterized by raised intraocular pressure (IOP). There are many glaucoma surgeries, and variations or combinations of those surgeries, that facilitate the escape of excess aqueous humor from the eye to lower intraocular pressure, and a few that lower IOP by decreasing the production of aqueous.
A trabeculoplasty is a modification of the trabecular meshwork. Laser trabeculoplasty (LTP) is the application of a laser beam to burn areas of the trabecular meshwork, located near the base of the iris, to increase fluid outflow. LTP is used in the treatment of various open-angle glaucoma. The two types of laser trabeculoplasty are argon laser trabeculoplasty (ALT) and SLT.
SLT is a form of laser surgery that is used to lower intraocular pressure in glaucoma. It is used when eye drop medications are not lowering the eye pressure enough or are causing significant side effects. It can also be used as initial treatment in glaucoma. Many physicians are deploying SLT as a primary therapy tool that stimulates the eye's natural healing response to effectively manage their patients’ IOP without the burn and scar tissue associated with ALT.
The Vendor must demonstrate the ability to meet all requirements of the solicitation. The objective is to provide SLT Lasers to be used by clinicians throughout the VA medical centers and facilities.
2. REQUIREMENT
This requirement will be IAW FAR clause 52.211-6, “Brand Name or Equal” which requires the vendor indicate that each product being offered as an “equal” product to the Ellex, Inc. SOLO Ophthalmic SLT Laser System. For each equal product, the vendor must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The vendor must also clearly identify the item by brand name (if any) and make/model number. Finally, the vendor must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
