1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Electrocardiograph product line as a candidate for a VA-wide (otherwise referred to as “national”) Requirements contract award.
Electrocardiographs (also called 12-lead ECG or EKG machines) are used to detect the electrical signals associated with cardiac activity by means of electrodes positioned on the skin. These instruments include a computerized unit that can process the average of the ECG signals, compare those signals with an internal algorithm, and print out the ECG along with an interpretation that can be used as an auxiliary tool by the cardiologist. Further, Electrocardiographs are used to diagnose cardiac abnormalities, determine a patient's response to drug therapy, and reveal trends or changes in heart function. Electrocardiographs differ from ECG monitors, which provide a continuous real-time display of the ECG waveform and other physiologic measurements on a screen and warn of potentially life-threatening or precursor rhythms.
The Vendor must demonstrate the ability to meet all requirements of the solicitation. The objective is to provide Electrocardiographs to be used by clinicians throughout the VA medical centers and facilities.
2. REQUIREMENT
This requirement will be IAW FAR clause 52.211-6, “Brand Name or Equal” which requires the vendor indicate that each product being offered is an “equal” product to the GE MAC VU360 Electrocardiograph. For each equal product, the vendor must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The vendor must also clearly identify the item by brand name (if any) and make/model number. Finally, the vendor must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
