About this file
This is a mission statement document for the Kentucky Correctional Psychiatric Center (KCPC), a state agency providing forensic psychiatric services in Kentucky. KCPC delivers statewide services including pre-trial psychiatric assessments, competency restoration treatment, and secure therapeutic inpatient care for individuals with mental illness who are accused or convicted of felony crimes. The organization aspires to become an internationally recognized forensic hospital delivering innovative, evidence-based, and humane mental health services to Commonwealth citizens. The contract opportunity C5881 seeks psychological evaluations to support KCPC's operations.
KCPC's operational philosophy emphasizes maintaining a violence-free and coercive-free environment that respects human dignity. The facility commits to minimizing the use of seclusion and restraint, employing these measures only as emergency safety interventions when imminent danger exists and no alternative safe interventions are available. KCPC prioritizes early identification and risk assessment of vulnerable individuals and maintains active treatment programs staffed by trained, competent professionals trained in de-escalation and alternative intervention strategies. All seclusion and restraint protocols are governed by clear policies designating these measures as emergency safety procedures only.
