About this file
This is Attachment B to Request for Proposals No. DACA45-5-26-00264, detailing mandatory minimum and preferred in-kind considerations that the Lessee must provide to Fort Lee. The mandatory minimum requirement is an Aquatic Center—a state-of-the-art swimming and water training facility featuring a dual-pool system (competition/training pool and leisure/recreation pool) with high-efficiency energy systems, designed to support 900 spectators with reconfigurable lane layouts and a dedicated dive tank. The facility must be constructed at the Lessee's sole cost and responsibility on Parcel 1, 2, 3, or 4 of Site 1, with Fort Lee preferring Parcel 1. The Lessee is also responsible for demolishing any existing facilities prior to construction.
In addition to the mandatory aquatic center, Fort Lee prefers three additional facilities, all to be built at the Lessee's sole cost on Site 1: a Food Pavilion with modern dining integrated with recreation centers and a multi-tier parking garage supporting 247,500 square feet; a Multipurpose Facility spanning 72,300 square feet featuring a clear-span athletic turf area, secondary gymnasiums, classrooms, bleachers for 400 spectators, and capability to host command functions and community events; a Training Pavilion to be constructed on Parcel 4 in proximity to existing museums; and an Army Transportation Museum Expansion on Parcel 5 including a glass-enclosed atrium, climate-controlled display environments for large-scale military transport vehicles, and modern exhibition space designed to preserve and display the Army's transportation artifact collection. Conceptual layouts, floor plans, and renderings are provided for all facilities.

Mandatory Minimum In-Kind Consideration to be Provided:
Aquatic Center: A state-of-the-art swimming and water training facility to support physical readiness and family recreation. It would include a dual-pool system (competition/training pool and a leisure/recreation pool) designed with high-efficiency energy systems. The aquatic center would be constructed on Parcel 1, 2, 3, or 4 of Site
1. Fort Lee’s preference would be Parcel 1 as depicted below. Any facility(s) requiring demolition prior to construction of the aquatic center will be at the sole cost and responsibility of the Lessee.

At its sole cost and responsibility, Lessee will be required to design and construct the competition/training pool and leisure/recreation pool with the capability to support 900 spectators, reconfigurable lane layouts, and a dedicated dive tank. In addition to these minimum requirements, flexibility exists for facility configuration, overall design (i.e., retractable roof), retail spaces, administrative areas, and outdoor seating. Below is a conceptual layout.

Additional In-Kind Consideration Preferred by Fort Lee:
Food Pavilion: A modern dining venue, integrated closely with the recreation centers to maximize foot traffic. Fort Lee’s preference is that it support the surrounding area facilities and enhance the experience of patrons utilizing the aquatics center. The food pavilion could be connected directly to parking. To support the high volume of daily visitors, a multi-tier parking garage is paired directly with the food court pavilion, creating a seamless retail experience. The food pavilion would be constructed on Parcel 1, 2, 3, or 4 of Site 1. Fort Lee’s preference would be Parcel 1 as depicted in Images 1 and 2 above. A conceptual layout is provided below as Image 5. Any facility(s) requiring demolition prior to construction of the food pavilion will be at the sole cost and responsibility of the Lessee.

Multipurpose Facility: A highly flexible indoor athletics and event space capable of hosting command functions, sports leagues, and community gatherings is desired by Fort Lee. It would be designed with a massive clear-span athletic turf area, secondary gymnasiums, and classrooms to maximize utility. A primary objective of Fort Lee is the ability to host ceremonies for Fort Lee Command Functions. The multipurpose facility would be constructed on Parcel 1, 2, 3, or 4 of Site 1. Fort Lee’s preference would be Parcel 1 as depicted in Images 1 and 2 above and Image 6 below. A conceptual layout is provided as Image 7 below. Any facility(s) requiring demolition prior to construction of the multipurpose facility center will be at the sole cost and responsibility of the Lessee.

Training Pavilion: For the training pavilion currently located on Parcel 1 of Site 1 that must be demolished prior to construction of a multipurpose facility if such multipurpose facility is to be constructed within that area, Fort Lee would like a training pavilion built on Parcel 4 of Site 1 as outlined in yellow on Image 8 below. Fort Lee’s preference is the training pavilion be constructed in close proximity to the existing museums on Parcel 5 of Site.

Army Transportation Museum Expansion: Expansion of the existing museum on Parcel 5 of Site 1 is desired that would include a soaring, glass-enclosed atrium that would act as a new entrance and focal point, as well as accommodate display of large-scale military transport vehicles in a climate-controlled environment. Fort Lee desires modern exhibition space with climate-controlled display environments designed specifically to house, preserve, and display the Army’s legacy transportation artifact collection. Images 9 through 11 depict the desired museum expansion.
