About this file

This document outlines the evaluation factors for a federal contract solicitation to provide mowing services at the Potosi/Fredericktown District facility on the Mark Twain National Forest. The government will use a best value determination to award the contract to the responsible offeror with the most advantageous proposal considering price and other factors. Non-price factors include past performance, experience, and the proposed method to accomplish the work. Past performance will be evaluated on quality, customer satisfaction, business relations, and timeliness based on recent similar contracts provided as references. Experience will be assessed through qualifications and experience with comparable projects. Offerors must also describe their work plan, crew size, production rates, and ability to adapt to scheduling needs and weather conditions. Pricing will be evaluated for fairness and reasonableness based on the schedule of items. The contract requires mowing approximately 3 acres of level and sloped land with obstacles at the facility on a flexible schedule to meet specifications.

EVALUATION FACTORS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) Cost to the Government is not expected to be the controlling factor in the selection of a contractor for this solicitation. The degree of importance of price as a factor could become greater depending upon the quality of the offers for other factors evaluated. The following factors will be used for evaluation of the proposals.

Past Performance Experience Method to Accomplish Work Price

1. Past Performance The offeror will be evaluated on quality of service, customer satisfaction, business relations, and timeliness/responsiveness. A contractor with no relevant past performance history may receive a neutral rating for past performance.

2. Experience The offeror will be evaluated on their experience and/or qualifications in performing the type of work required by this contract.

3. Method to Accomplish Work The offeror will be evaluated on their plan to execute the work and stay on schedule. The offeror must be able to respond to flexibility of schedule due to weather.

4. Price The offeror’s price will be evaluated to determine if it is fair and reasonable.

THE AWARD IS BEING CONSIDERED USING A BEST VALUE APPROACH. FAILURE TO PROVIDE ALL REQUIRED INFORMATION MAY RESULT IN YOUR OFFER NOT BEING CONSIDERED FOR AWARD.
