VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C248-23-AP-1553

1. Contracting Activity: Department of Veterans Affairs, VISN 08 Network Contracting Office, Orlando

VA Healthcare Systems Center. The purchase request number is 675-23-1-2410-0001.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Contractor shall remove, provide and install one hundred twenty (120) BrightSign media expanded media players, model number XT1144-T (TAA Compliant), 120 BrightSign Wi-Fi modules, model number WS103 and 120 64GB Class 10 micro–SD Cards, model number SDHC-64C10-1 (M).

BrightSign shall be TAA compliant and must be deployable with Appspace as the digital signage software. All necessary credentials will be provided by the VA.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Orlando VA Medical Center (OVAMC) utilizes Appspace as its’ digital signage platform, within that platform BrightSign is used as the media player that delivers the content to the screens. OVAMC is replacing the end of life BrightSign players with new players, model XT1144-T, that are TAA compliant for use in the Federal government. Replacing the outdated BrightSign expanded media players with the same will decrease cost by keeping the same installation configuration.

4. Description of market research conducted and results or statement why it was not conducted:

The CO posted sources sought notice 36C24823Q0303 on Sam.gov from 01/06/2023 through 01/25/2023. Responses were received from eleven (11) Contractors. From the 11 contractors, only three (3) contractors were authorized resellers and installers of BrightSign products either as 100% reseller and installers or subcontracting with an authorized reseller and installer.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. FITARA approval is not required based on the PSC.
