About this file
This is a Brand Name or Equal (BNoE) template from the SEC's Office of Information Technology (OIT). The document is a partially completed template designed to document the salient characteristics of brand-name products and services being procured, along with equivalent alternatives that meet the same specifications.
The template identifies Babel Street as the brand-name solution—a mission-grade risk intelligence and Open-Source Intelligence (OSINT) platform currently in use at the SEC. The four key components of Babel Street's salient characteristics are: (1) Agentic AI-Driven Workflows, including autonomous AI agents for threat investigation and adverse content access capabilities; (2) Global Multilingual Ingestion, processing over 200 languages and scraping data from over a billion top-level domains and social feeds; (3) Secure, Anonymous Tradecraft, featuring managed attribution tools and entity resolution mapping; and (4) Geolocation & Vetting Capabilities, including location intelligence and continuous insider vetting for government compliance. The template contains sections for documenting up to four products' salient characteristics (with 20 line items each), non-functional salient characteristics, and hyperlinks or references indicating where functional information can be found. The document is incomplete, with most input fields remaining blank. The Program Office Point of Contact is Paul Lafranchise at OIT (202-551-4153, lafranchisep@sec.gov).

Summary/Notice
- Babel Street is a premier, mission-grade risk intelligence and OSINT platform. Babel Street specializes in hyper-scalable Open-Source Intelligence (OSINT), multi-language data harmonization, and defense-sector threat hunting which is currently being used at the SEC.
- There are four Key components of the salient characteristics listed below.
o Agentic AI-Driven Workflows
Insights Investigator Workforce: Powered by its Agentic Risk Intelligence platform, Babel Street deploys autonomous AI agents trained in security tradecraft. These agents can independently conduct complex, multi-step threat investigations, discover supply chain vulnerabilities, and perform digital telemetry
Adverse Content Access: Engineered to bypass the safety filters found on general-purpose consumer AI models, it lets analysts explicitly query and summarize malicious material, extremist communications, and raw digital exhaust.
o Global Multilingual Ingestion 200+ Languages Processed: A defining strength is its capability to persistently ingest, cross-translate, and index public data in over 200 languages simultaneously.
Massive Publicly Available Information (PAI): It continuously scrapes over a billion top-level domains, localized blogs, and social feeds alongside deep and dark web forums to trace geopolitical risks and sentiment shifts.
o Secure, Anonymous Tradecraft Managed Attribution Tools: Babel Street integrates isolated research environments that dynamically mask investigator IP addresses, spoof mobile devices, and bypass geo-restrictions. This allows law enforcement and defense analysts to look at target networks without revealing their presence.
Entity Resolution & Mapping: It connects chaotic online handles across disparate social networks to build unified profiles, tracking relationships via network graphs, word clouds, and temporal charts.
o Geolocation & Vetting Capabilities Location Intelligence: The software excels at correlating online chatter and digital footprints with exact physical locations to map real-world "patterns of life".
Continuous Insider Vetting: Used extensively for government compliance (such as the Trusted Workforce
2.0 standard), it automates ongoing background checks, flags foreign ownership or influence, and monitors social media risks across large workforces.
