About this file

This is a Quality Assurance Surveillance Plan (QASP) for the B42 Resident Kitchens and Finishes project at WG (Bill) Hefner VA Medical Center, Building 42 Community Living Center (Project 659-26-001), dated May 26, 2026. The QASP establishes the systematic method by which the Government will evaluate the Contractor's performance against requirements specified in the Performance Work Statement (PWS). The Contracting Officer (CO) maintains sole authority to make contract changes, while the Contracting Officer's Representative (COR) monitors technical performance and compliance. The Contractor is responsible for performing all services in accordance with the PWS, applicable regulations, safety requirements, and VA policies, with all identified deficiencies corrected at no additional cost to the Government.

The plan establishes six performance objectives with corresponding surveillance methods and Acceptable Quality Levels (AQLs). Removal of finishes and casework requires 100% compliance verified through weekly COR inspections. Installation of modular casework and replacement finishes each require 95% compliance verified through random inspections and must meet specifications and manufacturers' guidelines without defects. Protection of utilities demands 100% compliance with no plumbing or electrical damage through ongoing observation. Site cleanliness and safety require 95% compliance with daily walkthroughs to ensure work areas remain clean and safe. Deliverables submission requires 100% compliance with reports submitted as required, verified through document review.
