About this file

This is a Quality Assurance Surveillance Plan (QASP) for the B42 Resident Kitchens and Finishes project at WG (Bill) Hefner VA Medical Center, Building 42 Community Living Center, dated May 26, 2026, under Project 659-26-001. The QASP establishes a systematic methodology for Government evaluation of contractor performance against the Performance Work Statement (PWS) requirements, focusing on performance levels rather than contractor methodology. The Contracting Officer (CO) retains sole authority to modify the contract, while the Contracting Officer's Representative (COR) monitors technical performance and verifies PWS compliance. The contractor is responsible for performing all services in accordance with the PWS, applicable regulations, safety requirements, and VA policies, and must correct all identified deficiencies at no additional Government cost.

The QASP defines six performance objectives with corresponding standards, surveillance methods, and Acceptable Quality Levels (AQLs). Removal of finishes and casework requires 100% compliance verified through weekly COR inspections. Installation of modular casework and replacement finishes each require 95% compliance verified through random inspections. Protection of utilities mandates 100% compliance with no plumbing or electrical damage through ongoing observation. Site cleanliness and safety requires 95% compliance verified through daily walkthroughs. Deliverables submission requires 100% compliance verified through document review. The QASP is developed pursuant to Federal Acquisition Regulation (FAR) Part 46, which mandates Government surveillance of contractor performance to ensure services meet contract requirements.
