About this file

This is a Financial TOP (Technical and Other Proposal) Form for the Maryland 9-1-1 Board Reserve Fund Adequacy Actuarial Study, prepared by the state of Maryland. The form serves as the financial proposal template for this audit and advisory engagement, which aims to validate the reserve level for Maryland's 911 system and provide recommendations on best practices for establishing and maintaining appropriate reserve levels over time. Bidders are required to submit detailed labor cost proposals aligned with their technical work plans, with pricing broken down by nine specified labor categories—Partner, Manager, Cost Accountant, Financial Analyst, Audit Supervisor, Senior Auditor, Staff Auditor, Subject Matter Expert, and Business Process Consultant—across up to six contract months.

The Financial TOP Form requires bidders to populate labor rates (not-to-exceed rates under their Master Contract) and hours for each labor category by contract month, with automatic calculation of monthly costs and total evaluated pricing. All proposed rates must not exceed the firm's approved Master Contract rates, and hours must align exactly with those detailed in the technical proposal. Bidders may include non-routine travel costs as a line item if applicable to the scope. The completed form, signed and verified by an authorized representative, becomes the binding financial offer and the total evaluated price for contract award consideration. Instructions explicitly prohibit alterations, assumptions, or conditions to the form, and all zeros must be entered for unused rate or hour slots.
