WAPA Wood Pole Specification - 2024

This is a technical specification document for the Western Area Power Administration (WAPA) Operations and Maintenance purchase of wood poles. The specification establishes requirements for furnishing and delivering treated wood poles that meet industry standards and are free from defects.

The specification requires Pacific Coast Douglas Fir poles only, in Class H1, 1, or 2 unless otherwise specified, with maximum top circumferences of 40, 39, or 38 inches respectively. Poles must comply with ANSI O5.1 standards with modifications including maximum spiral grain twist of 1/2 twist per 18 feet of length, sweep measured from the butt, and complete removal of inner bark. Pre-treatment preparation includes installation of anti-splitting devices (Star Lock brand), marking disc recesses at specified distances from the butt depending on pole length, and 15-degree roofing. Ground line areas must be through-bored before treatment per WAPA Standard Drawing 41 6106.

Seasoning requirements specify the Boulton drying method or combination approaches, with Boulton solution temperatures between 180-220 degrees Fahrenheit for minimum 24 hours, resulting moisture content not exceeding 18 percent, and air seasoning limited to 2 years maximum. Preservative treatment must use DCOI, Pentachlorophenol (until February 2027), or Copper Naphthenate in Type A hydrocarbon solvent, applied via full-length empty-cell pressure treatment per AWPA U1 specifications for Use Category 4C, followed by expansion bath (minimum 3 hours) and final steaming (minimum 2 hours) and vacuum (minimum 2 hours). Penetration requirements mandate 100 percent in the ground line bored area and minimum 90 percent sapwood penetration elsewhere (or minimum 3/4-inch if sapwood is less than 7/8-inch thick). Retention specifications range from 0.20 pounds per cubic foot for DCOI to 0.60 pounds per cubic foot for Pentachlorophenol, measured in the assay zone. Poles must be clean and dry at delivery with no preservative bleeding and all borings except through-borings plugged with treated wood plugs. Surface checks after treatment cannot exceed 1/2-inch width for any 4-foot continuous length (except the top). Poles may be retreated only once and must be marked with aluminum discs indicating species (DFDA.20 for Douglas Fir with DCOI treatment). Documentation requirements include sapwood tests, comprehensive treatment test results, and preservative testing certified to the Contracting Officer's Representative (COR). Inspection follows AWPA M1 and M2 standards with penetration tests performed on each pole and retention sampling from 20 randomly selected poles. Contractors must notify WAPA at least 72 hours before delivery and provide equipment for safe off-loading of poles.
