The RFI solicitation number is 660 2600000010, with a release date of October 30, 2025, and a response deadline of November 14, 2025, at 12:00 PM ET. Written questions from vendors are due by November 6, 2025, at 12:00 PM ET, with responses provided in an addendum by November 7, 2025, at 7:00 PM ET. The RFI is intended to inform KDFWR's evaluation of potential service models before issuing a future Request for Proposal. Responses must be submitted electronically through the Commonwealth eProcurement system and must be from vendors registered in the Vendor Self Service System (VSS). The facility is anticipated to be a staffed, actively managed range with high utilization due to its proximity to Lexington and Interstate 75, distinguishing it from KDFWR's existing network of unstaffed public shooting ranges.

Vendors must address detailed requirements including shooting range operational experience and qualifications, staffing and operational models, safety and compliance procedures, facility maintenance capabilities, customer service strategies, and proposed financial and business models for range operations. The RFI explicitly states that this solicitation does not constitute a commitment to issue a bid or award a contract, nor to reimburse any proposal preparation costs. Vendors are prohibited from submitting quotes or bids in response to this RFI and must refrain from individual communication with KDFWR staff except through the designated buyer of record, Erin Eagan. The RFI also invites vendors to propose additional solutions or services that could enhance the Agency's offerings. All responses are subject to Kentucky Open Records Law, and KDFWR reserves the right to request follow-up questions, clarifications, and virtual presentations. No pricing information, contract term, or award timeline is specified in this informational solicitation document.

I. Introduction

The Kentucky Department of Fish and Wildlife Resources (KDFWR), an agency of the Commonwealth of Kentucky, is soliciting informational proposals from qualified vendors and organizations in accordance with the terms of this Request for Information (RFI).

KDFWR seeks information concerning comprehensive management and operation of a new public shooting range located at the Veterans Memorial Wildlife Management Area (VMWMA) in Scott County, Kentucky, including potential models for full or partial service operations.

This Request for Information (RFI) is intended to:

· Gather insight from the vendor community on the availability and effectiveness of current service models for operating shooting ranges.

· Explore potential partnership and business models for range operations.

· Inform KDFWR as it evaluates options and prepares for a potential Request for Proposal (RFP).

This RFI contains preliminary information to serve as a platform for reaction and discussion with the vendor community. The requirements in this RFI are in no way final and do not represent what may be contained in a future Request for Proposal (RFP). This issuance does not constitute a commitment to issue a bid or award a contract, nor to pay any costs incurred in preparation of a response to this request. Furthermore, the KDFWR requires that all responding vendors abstain from providing any quotes or bids in response to this RFI.

II. Background KDFWR manages over 80 Wildlife Management Areas (WMAs) statewide, providing opportunities for hunting, fishing, shooting sports, and outdoor recreation. As part of its mission to expand public access to safe, high-quality shooting facilities, KDFWR is developing a new shooting range at Veterans Memorial WMA in Scott County, near Lexington and Interstate 75.

Unlike KDFWR’s current network of unstaffed public shooting ranges, this facility may be operated as a staffed and actively managed range. Due to its location and anticipated high use, KDFWR is evaluating vendor capabilities for comprehensive range operations.

Through this RFI, the Department seeks to understand what services, staffing models, safety practices, and financial structures vendors could provide to ensure safe, sustainable, and accessible operation of this new facility.

III. RFI Process This RFI is being issued by the Kentucky Department of Fish and Wildlife Resources.

The KDFWR is seeking your input through a written response.
