About this file
This is a Salient Characteristics attachment for a Request for Quotation (RFQ) issued by the Oregon State Police Procurement Services for a Thermal Augmentation Device (TAD). The RFQ seeks seven units of the Safran Defense & Space, Inc. (Optics 1) Thermal Augmentation Device configured with an Elbit F5032 / AN/PVS-31D compatible mounting bracket kit, or an equal product. The procurement is conducted under Oregon Revised Statute 279B.215(1) and is identified as RFQ No. S-25700-00017565 with Support Ticket No. 153603. The document does not specify response deadlines, due dates, site visits, or bidder meetings. The Oregon State Police has identified specific salient characteristics that define the standard of quality, performance, and functionality required, and offerors proposing equal products must meet or exceed all listed minimum requirements.
The TAD must be a clip-on thermal imaging device that provides real-time thermal overlay fused with intensified imagery from the host night vision goggle, featuring an uncooled long-wave infrared microbolometer sensor with minimum 320 x 240 resolution and a circular thermal overlay field of view of at least 20 degrees. Additional requirements include tool-free attachment and detachment, detection of man-sized targets at 300 meters or greater, total weight not exceeding 200 grams including mount and battery, operation on commercially available batteries with minimum two-hour continuous runtime, water resistance to IPX7 or equivalent, and new current-production items with minimum one-year manufacturer warranty serviced by a United States-based authorized center. No specific pricing terms, set-asides, incumbent information, or funding sources are detailed in this salient characteristics document. The Oregon State Police retains sole discretion in judging product equality, and its determination is final.

ATTACHMENT A
Salient Characteristics: Thermal Augmentation Device
RFQ No. S-25700-00017565 Support Ticket No. 153603
The Oregon State Police (OSP) has identified the Safran Defense & Space, Inc. (Optics 1) Thermal Augmentation Device (TAD), configured with the Elbit F5032 / AN/PVS-31D compatible mounting bracket kit, as the standard of quality, performance, and functionality required (ORS 279B.215(1); OAR 125-247-0691(1)). Products offered as equal must meet or exceed each of the following salient characteristics. These characteristics state minimum requirements; performance exceeding these minimums will be considered in award. Offerors proposing an equal product must submit manufacturer specifications and descriptive literature sufficient to demonstrate conformance with each numbered item. OSP is the sole judge of equality, and its determination is final.
1. Clip-on thermal imaging device that presents a real-time thermal overlay within the intensified image of the host night vision goggle, producing fused I2/thermal imagery in the user’s normal sight picture.
2. Attaches to and detaches from the host goggle without tools, permanent modification, or damage to the goggle, using a mount purpose-designed for the Elbit F5032 / AN/PVS-31D that maintains overlay alignment during normal duty use. The mount must be included with, and warranted as part of, the offered system.
3. Host goggle retains full function and adjustment with the device mounted.
4. Uncooled long-wave infrared microbolometer sensor with a minimum resolution of 320 x 240.
5. Circular thermal overlay field of view of at least 20 degrees, centered in the host goggle field of view.
6. Selectable white hot and black hot polarity, and at least one display mode that presents thermal information without obscuring the underlying intensified image (for example, outline, edge detection, or reduced-intensity overlay).
7. Detection of a man-sized target at 300 meters or greater under clear conditions, per manufacturer specification.
8. Total weight not exceeding 200 grams, including mount and battery.
9. Operates on commonly available commercial batteries (for example, CR123A, AA, 16340, or 18650), with a minimum of 2 hours continuous runtime at room temperature.
10. Water resistant to a minimum of IPX7 or equivalent (submersion to 1 meter for 30 minutes).
11. New, current-production item with a minimum one-year manufacturer warranty serviced by the manufacturer or an authorized service center located in the United States, and an established United States support channel for law enforcement customers.
