Cost/Price Template for Scientific, Technical and Engineering Support for PIADC Decontamination and Closure
Prepared for: Plum Island Closure and Support (PICS) Program
Instructions
| Spreadsheet Instructions: | |
| 1. | Proposed costs should be provided using the pricing spreadsheet template ('BOE' tab) which includes a number of scope assumptions (along with those in the 'Assumptions' tab), to help guide offerors in preparing proposal materials. The spreadsheet also includes several “plug-in numbers” for ODC’s for various tasks, to be used as-is. |
Offerors should populate the 'BOE' tab with the required data for estimated labor hours and rates, as well as Fringe, Overhead, G&A, and Fee, for the base year and all option years, to complete the specified scope of work. NOTE: For subcontracted labor, the offeror may provide fully burdened labor rates, rather than providing details regarding fringe, overhead, G&A and fee; however, this detailed information will need to be provided for all subcontracts directly to the Contracting Officer as part of the proposal.
Offerors may use the 'Additional Markups' column (on the ‘BOE’ Tab) to specify any unique markups that are not currently captured in the template, such as a Material Handling Fee applied to Materials and/or ODCs.
2. The 'BOE' tab contains pre-populated labor categories (referenced from the 'Labor Rates and Cost Factors' Tab) which are judged by the government to be appropriate to complete specified tasks and subtasks associated with the scope of work. However, offerors should consider this as for information only, and the final labor mix presented by an offeror should be justified based on the overarching technical approach defined by the offeror. Proposed subcontractor labor/costs shall be clearly identified as such in the 'BOE' tab (e.g., Sr. Scientist (subcontractor)).
In the event that an offeror deems additional/different labor categories to be required, please use the blank rows beneath the relevant task/subtask to capture the additional labor categories. If the blank rows provided are not sufficient, please add additional rows, using the “insert row” function in excel. The 'BOE' tab is configured so that once populated, all summary level cost rows (on the ‘BOE’ Tab) will be automatically calculated, and all of the data in the following Tabs will also be automatically populated:
| - | SBP by Year |
| - | Cost Summary by CLIN |
| - | Cost Summary by Year |
In addition, DHS requests offerors clearly identify in Column A of the 'BOE' tab the estimated % of time each labor category would be working on-site vs. offsite. For example "Jr. Scientist (1 FTE, 50% on-site)" or similar.
3. The 'Labor Rates and Cost Factors’ tab is intended to capture all labor categories and rates used throughout the proposal as well as rates/multipliers used to account for Fringe, Overhead, G&A, Fee, Escalation, etc. (for the Prime Contractor). NOTE: For subcontracted labor, the offeror may provide fully burdened labor rates, rather than providing details regarding fringe, overhead, G&A and fee; however, this detailed information will need to be provided for all subcontracts directly to the Contracting Officer as part of the proposal.
Additional Subcontractor Pricing Instructions:
If the prime enters into Cost-type subcontracts and the total proposed Cost-type subcontract costs in the aggregate exceed 10% of the total proposed CPFF CLIN amount, then all proposed cost-type subcontractors must provide the required cost information to the same level of detail as the prime offeror. For subcontracts that are other than cost-type (i.e, FFP and T&M), cost data is not required; however, the prime must summarize the basis of their reasonableness determination for each subcontract no matter the contract type, in accordance with FAR Table 15-2. The certification requirement from FAR Table 15-2 does not apply since this procurement is being conducted competitively. If proposed subcontractors will not release this information to the prime offeror, the subcontractors may submit this information directly to the Government contacts listed in this solicitation. The submission due date for subcontractor’s cost information is the same as the offeror’s cost submission due date.
Labor categories currently included in this template are for information only, and the final labor mix presented should be justified based on the overarching technical approach defined by the offeror. The offeror should populate this tab with labor categories and rates used throughout their cost proposal. In the event that an offeror deems additional/different labor categories are required, please use the blank rows to capture the additional labor categories, including those associated with subcontracted labor (clearly identifying subcontracted labor as such). If the blank rows provided are not sufficient, please add additional rows, using the “insert row” function in excel.
| 4. | Estimated ODCs are to include labor onboarding costs. This includes medical appointments, special agent training, PIV card access, and access to IT assets. These onboarding requirements will need to be repeated every 5 years for each employee. Note: All personnel are assumed to need the following: medical appointments, special agent training, PIV card access, and access to IT assets. The offeror should assume that these activities will cost approximately $10,000 per person and should be assumed to be required twice per person throughout project duration. |
| 5. | Costs accounting for project oversight are to be included for each task in the 'BOE' tab. Offerors should use the blank rows beneath relevant subtasks to capture costs associated with project oversight. If the blank rows provided are not sufficient, please add additional rows, using the “insert row” function in excel. |

| (Note: Development/Review will be based on industry-best practices, applicable regulations, regulatory constraints, and prior experience with similar biocontainment facilities that previously utilized high-consequence infectious pathogens as part of programmatic scope, preferably those affecting livestock of economic importance. This activity interfaces with Tasks 3.1, 3.5, and Task 4; specifically.) |
Key Scope Assumptions include:
- It is assumed that no further decon/validation plan will need to be developed for building B257.
- It is assumed that the decon plan of B102 is already developed and thus only the review of the decontamination plan and development of QA/QC processes for verification of proper execution of that Plan is included in this scope.
- It is assumed that the scope includes development of the decontamination and validation plan(s) for B101 and B111. (i.e., this could be a single plan as these facilities are connected). It is important to note that other work scopes within this SOW will define the technologies/methods that will be used for the decontamination & validation (Tasks 3.1 and 3.5) and will define any facility modifications needed to prepare the facility for decontamination (Task 4); i.e., the results of these other Tasks serve as inputs to the development of the overall decontamination & validation plan under this Task 2.1.
This activity interfaces with Task 3.1 (literature review), Task 3.5 (collaborative translation of scientific findings into a decon plan for the facility) and Task 4 (Facility modifications for decontamination).
Assumed deliverables include a report of each plan reviewed.
