For any Information and Communication Technology (ICT) items offered, the contractor must provide an Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT) version 2.1 or later, addressing Section 508 requirements and identifying accessibility features, conformance across user, administrator, and reporting functions, explanations of any "Not Applicable" responses, and evaluation methods supporting conformance claims. No travel requirements, specific security requirements, or data rights are applicable to this SOW.

Statement of Work OceaView LoRaWAN gateway Hardware
1. Purpose & Scope
The National Bio and Agro‑Defense Facility (NBAF) will procure new OceaView LoRaWAN gateways to refresh end‑of‑life hardware currently deployed and to add four (4) additional gateways to ensure adequate coverage within BSL‑4 containment spaces. The total quantity to be delivered under this SOW is sixteen
(16) gateways properly imaged with Dickson Data OceaView firmware.
2. Background
OceaView is a high‑priority monitoring system used at NBAF for active freezer and equipment temperature monitoring across BSL‑2, BSL‑3, and BSL‑4 containment and laboratory spaces. Gateways enable remote monitoring, alarm notification, and audit‑trail continuity, supporting risk management for personnel and animal subjects.
3. Technical Requirements
• Provide sixteen (16) OceaView LoRaWAN gateways, each properly imaged with Dickson Data OceaView firmware.
• Ensure gateways are new, fully functional, and ready for integration with the existing OceaView ecosystem.
• Coordinate delivery logistics with NBAF to facilitate receipt, movement to campus, and installation scheduling as required.
4. Government‑Furnished Information / Assistance
Hardware shall be delivered to NBAF’s external warehouse. NBAF will move the equipment to the facility campus for installation and configuration as needed.
5. Deliverables & Schedule
Deliver no later than thirty (30) business days after contract award.
6. Travel
No travel requirements.
7. Security Requirements
No specific security requirements are applicable to this SOW.
9. Data Rights
Not applicable.
10. Section 508 – ICT Accessibility Requirements
For any Information and Communication Technology (ICT) items offered, the contractor shall provide an Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT) version

2.1 or later. The ACR must address applicable Section 508 requirements and include methods used to substantiate conformance.
The ACR shall:
• Identify accessibility and compatibility features;
• Describe conformance across user, administrator, and reporting functions;
• Explain any “Not Applicable” responses; and
• Provide evaluation methods supporting conformance claims.
NBAF reserves the right to validate ACR claims through testing prior to acceptance. If delivered items do not meet claimed conformance, contractor shall remediate prior to acceptance.
11. Acceptance Criteria
Acceptance will be based on delivery of sixteen (16) gateways imaged with Dickson Data OceaView firmware and functional verification that gateways integrate with NBAF’s existing OceaView environment.
Any Section 508 requirements applicable to ICT documentation shall be met.
