VULCAN’S FORGE

Statement of Work

1.0 OVERVIEW

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), National Center for Explosives Training and Research (NCETR) is issuing this Statement of Work (SOW) for the Vulcan’s Forge program. Vulcan’s Forge is funded by Headquarters Department of the Army (HQDA) G-38, who serves as the focal point for Counter Improvised Explosive Device (CIED) and Explosive Ordnance Disposal (EOD). G-38’s mission includes maintaining support to rapidly defeat emerging threats, providing a capability to solve emerging missions in a rapid and scalable manner, and ensuring lessons learned from the last decade of war are captured and institutionalized in the enduring Army. Vulcan Forge will fall under the Raven’s Challenge Program and operate within the parameters as outlined and approved plans, ATF interest and association with this effort is very relevant.

2.0 SCOPE

Emergent explosive threats encountered and employed by adversaries in Combatant Command AORs are constantly changing and evolving in critically short timeframes, sometimes measured in days or weeks. This results in EOD Warfighters existing render safe capabilities becoming incapable of effectively countering the threat or encountering threats that had not previously identified RSP solution and thereby present critical capability gaps and the potential for Mission Failure and Loss of Life.

3.0 TASKS

3.1 Identification of field expedient tools. Contractor shall conduct visits to various

Department of Defense Explosive Ordnance Disposal units, attend Army and Joint training events both CONUS and OCONUS, and participate in Army EOD classroom-based training events to identify, examine and collect field expedient tools developed by EOD personnel. Contractor shall conduct an initial review of identified tool candidates for operational utility, ease and cost of manufacture, safety and policy considerations, and other issues as appropriate. Contractor shall submit tool recommendations, along with supporting documentation, through the Raven’s Challenge Program Manager to the designated Government Program Manager (GPM) on an ongoing basis. GPM shall identify those tools selected or prioritized for development.

The Government has identified the following events as possible venues for tool collection activities. The final list of events shall be determined and approved by the Raven’s Challenge Program Manager during contract execution and shall be subject to available funds.

• Raven’s Challenge (4 per year)

• US Army Battalion and Brigade Visits as arranged (2-4 per year)

• Army Advanced Leaders’ Course (ALC) (estimated 4 per year)

• NORTHERN CHALLENGE (1 per year)

• NORTHERN COASTS (1 per year)

• ARCTIC SPECIALIST (1 per year)

• NOBLE MELINDA (1 per year)

• Raven’s Challenge ASEAN (1 per year)

• NATO Counter-IED Center (1 per year)

• ARDENT Defender Canada (1 per year)

3.2 Design and use case optimization. For any tools selected for development, Contractor shall identify all necessary components, establish a set procedure for building the tool in the most efficient and cost-effective manner, and provide a draft document outlining the detailed instructions to complete the build to the GPM on an ongoing basis. GPM shall coordinate the approval of the tool configuration outlined in the draft build instructions within US Army EOD community stakeholders, including G-38, Indian Head, Advanced Leaders’ Course (ALC), and US Army Picatinny EOD Branch.

As the build instructions are being developed, Contractor shall solicit interest from EOD units around the country or at overseas locations to participate in the validation of the tool and provide feedback on tool utility, ease of manufacture, and clarity/quality of the build instructions provided. Contractor shall develop and keep a list of recommended participants for COTR consideration, taking into account diversity of opinion, unique mission requirements or environments, and maximum overall engagement of EOD units.

3.3 Build validation. Once a recommended final configuration is identified, Contractor shall develop draft instructions for the manufacture and use of the tool.

The instructions shall include a list of all the materials and equipment required to manufacture the tool, with hyperlinks to online sources from which to obtain any parts not readily available in local stores. This document shall also include step-by-step build instructions include diagrams and photographs to aid in the accurate depiction of tool assembly. Finally, these instructions shall demonstrate the procedures for using the tool in a safe and effective manner.

Once build validation participants are selected, Contractor shall provide each participant with the build instructions and the necessary funds to purchase any components for the tool. Contractor shall also supply each tech or team with a detailed feedback form and a designated time frame in which to complete the build and return feedback to the Contractor.

Once feedback is collected, Contractor shall revise build instructions, use guidance, images, and diagrams to accurately depict final build design. Contractor shall submit these instructions to the GPM for final approval of the stakeholders and for submission into the use case approval process.

4.0 Use case approval. Critical to EOD unit’s ability to build field expedient tools is their ability to obtain the necessary approval to use these tools along with their fielded equipment. Contractor shall work with the GPM and Army EOD stakeholders to obtain operational authority to use the tools in accordance with the final build and use instructions. Contractor shall develop any additional documentation necessary to achieve tool approval. All contractor actions will be approved in advance by the Raven’s Challenge Program Manager.

4.1 Publishing and demonstration. Contractor shall prepare the final instructions in accordance with US Army Information Management guidelines, outlined in Army Regulation (AR) 25-400-2 and the Guide to Recordkeeping in the Army, which govern the preparation, maintenance and disposition of Army documents. The final approved instructions shall be published using the Army Records Management Information System (ARIMS) in a manner that restricts access to EOD personnel and safeguards the sensitive nature of the material.

Contractor shall demonstrate the construction and use of approved tools at future training and exercise events, in a continuous manner so that as new tools are identified and collected, validated tools can be demonstrated back to the community.

5.0 PROJECT STAFFING AND KEY PERSONNEL

Contractor shall have demonstrated expertise and experience to perform the tasks detailed in this Statement of Work. The following positions are considered Key Personnel.

5.1 Contractor Program Lead (PL). Contractor shall assign a Program Lead as the primary point of contact for the Government and shall designate the PL as Key Personnel. The PL shall have an advanced degree (Bachelors) in engineering management or related field and a minimum of fifteen (15) years conducting senior-level oversight over research, development, test and evaluation (RDT&E) activities of EOD-related technologies. PL must have a demonstrated solid understanding of the development cycle, application, applied use and operational limitations of a broad range of technologies currently in use by US ARMY EOD personnel. Further, the PL must have demonstrated experience in conducting successful identification and validation of improvised tools in support of EOD and CIED missions, that have been approved for operational use by the US ARMY. Capabilities of identified personnel will be reviewed by source selection team and a resume must be included.

5.2 Program Personnel. Contractor shall provide one Subject Matter Expert (SME) qualified program person to support the Vulcan’s Forge effort. Program person shall have extensive experience supporting EOD operations for US military missions and have experience conducting operational assessments of a wide range of equipment currently in use by EOD personnel. Furthermore, program personnel shall be trained and certified in the Homeland Security Exercise and Evaluation Program (HSEEP), and have experience planning, assessing, and validating capabilities according to the methodologies outlined in the HSEEP process.

Program personnel shall also have direct experience conducting foraging for improvised tools and capabilities in use by EOD and CIED personnel.

Capabilities of identified personnel will be reviewed by source selection team and a resume must be included.

6.0 CONTRACT DETAILS

6.1 Contract Administration. The Government has designated the Contracting

Officer (CO) and the Contracting Officer’s Representative (COR) as the individuals listed below. The COR will act as the primary point of contact for all technical and operational matters related to Vulcan’s Forge. The COR shall provide technical guidance, facilitate access to Army and Joint EOD training events and other related activities. The COR shall also review and approve the Contractor’s effort to identify build validation volunteers, obtain approvals to use the field expedient tools, etc.

6.2 Period of Performance

The Period of Performance shall be a base period plus one (1) option period.

6.3 Travel and Other Direct Costs (ODCs)

All travel shall be pre-approved in writing by the COR. Travel costs shall be reimbursable exclusive of fee. Travel will be performed IAW rules and regulations outlined in the JFTR. All ODCs will be approved by the COR prior to expenditure.

6.4 Government Furnished Property/Information

Government shall make available any supporting reference material on processes to obtain tool use approvals and on accessing training exercises and venues.

Government will provide an ATF computer and Cell phone to the Project Lead and the designated SME. ATF will provide adequate office work space as mailto:Brian.Wilkins@ATF.gov required. Contractor shall be liable for all GFP/GFI provided in the performance of this requirement, and upon the termination or completion of this contract, the Contractor shall immediately return and/or destroy all GFP/GFI, as directed by the Government.

6.5 Security

All contractors are subject to a background investigation. Once an agreement has been placed by ATF, the contractor will be required to complete a personnel security package which includes forms SF 85P, Questionnaire for Public Trust Positions; ATF F 8620.26, Credit Release; ATF F 8620.27, Non-Disclosure Agreement; and questionnaires regarding drug use and financial declarations. The package also includes two fingerprint cards that must be completed and provided along with two passport type photos.

Additionally, contractors are required to provide personal information electronically through the Department of Justice e-QIP on-line application.

Contractors will be sent a unique link into e-QUIP via email, where they will be required to provide the requested information in the system.

Contractors are to print out the specified signature pages from e-QIP and include the signed documents in the personnel security package when it is completed and returned. Failure to complete e-QIP and submit the personnel security package in a timely manner may result in the immediate termination of the agreement.

6.6 Deliverables

Contractor shall prepare and submit the following deliverables to the COR according to the schedule outlined below.

6.6.1 Monthly Status Reports (MSR) – Contractor shall prepare and submit monthly status reports outlining all major activities, travel, milestone and any risks or opportunities identified during the previous month. MSRs shall be submitted on the 15th day of each month, accompanying invoices.

6.6.2 Trip Reports – Contractor shall prepare and submit detailed trip reports within ten (10) working days of each trip. Trip reports shall include the dates, locations, modes of travel, and participating Contractor staff for each trip authorized for the Vulcan’s Forge effort. Trip reports shall also include summaries of major activities, including any demonstrated builds and any improvised tools collected during the trip.

6.6.3 Draft and Final Build Instructions – Contractor shall prepare and deliver the draft and final build instructions, described in Tasks 3.3 and

3.5 above. These documents shall be delivered on an ongoing basis as tool development progress dictates.

6.6.4 Raven’s Challenge AAR Equipment Annex – Contractor shall prepare and submit an annex to the annual Raven’s Challenge AAR, summarizing the tools identified in the events held during that year. This annex will be a deliverable due in the 1st QTR of the following FY.

6.6.5 Program Briefings – Contractor shall develop and submit and/or deliver program briefings on the Vulcan’s Forge program as requested by the

COR.

6.6.6 Rejection of Deliverables - The Government reserves the right to reject any deliverable that is not timely, is deficient or not in conformance with the terms of the SOW and contract. In such an event, the Contractor will be given a timeframe to correct any deficiencies, at no additional cost to the Government.
