About this file
This Statement of Work/Requirements Document describes the procurement of a Battery Fire Testing System for the National Institute of Standards and Technology's Engineering Laboratory Fire Research Division.
The system must be a new stainless-steel pressure vessel with a movable head assembly mounted in a table stand with electric hoist capability. The vessel requires an inner volume of 5 gallons with minimum inner dimensions of 9 inches diameter and 15 inches depth. Technical specifications mandate a maximum allowable working pressure of at least 1500 psi at temperatures exceeding 325 Celsius, with the ability to maintain a perfect seal holding 1500+ psi while heated to 325 Celsius for over one hour. The movable head assembly must include a pressure gauge and transducer (measuring up to 200 psi), gas relief valve, manual needle valve, plugged NPT ports, single valve assemblies for gas intake/exhaust, and a safety rupture disc. The system must feature a three-zone heating assembly controlled via external controller with computer software interface (USB connectivity) enabling temperature ramp control, set temperature capability, and real-time recording of temperature and pressure data at minimum 5 Hz frequency. Power requirements are 110-240V at maximum 30A. The pressure module must interface with the movable head assembly and accurately report pressure above 325 Celsius with analog output of 4-20 mA or 0-5V. Delivery is FOB Destination to NIST Gaithersburg Campus, Building 224, B361, within 12 weeks ARO with awardee confirmation required with the Designated Government Official and Contracting Officer prior to shipment. The contractor must provide one-year warranty from equipment receipt. Payment terms are Net 30 days at 100% upon installation, acceptance, successful completion of pressure testing (holding 1000 psi at 300 Celsius for 30 minutes), and instrumentation performance demonstration. Only new equipment in original manufacturer packaging is acceptable; used, remanufactured, experimental, prototype, or custom items are prohibited. Partial shipments and invoices are not accepted unless pre-approved by the Contracting Officer.

STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Battery Fire Testing System Requesting Lab: Engineering Laboratory
I. BACKGROUND INFORMATION
The Fire Research Division within the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) is seeking a large pressure vessel capable of withstanding high pressures and temperatures. The system will be used to examine the evolution and dynamics of battery systems in a controlled environment. Understanding the evolution and dynamics of battery fires is crucial for characterizing the risk they pose in practical settings. A controlled environment in which effluent and degradation of batteries as they transition from thermal runaway to flaming further supports that understanding.
SCOPE
The Contractor shall deliver a battery fire testing system, inclusive of FOB Destination delivery, warranty, and performance testing as described herein.
II. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components, which are not authorized for sale in the U.S. by the Contractor, is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001:
Description: Battery Fire Testing System Quantity: 1
A. Technical Specifications
a. The Battery Fire Testing System (BFTS) must include a stainless-steel vessel with a movable head assembly, mounted in a table stand, such that items can be placed into and taken out of the vessel. The table stand shall include an electric hoist that can be controlled by the user.
b. The BFTS’s vessel shall be of cylindrical shape, with an inner volume of 5 gallons. The inner dimensions of the vessel shall be at least 9 inches in inner diameter, and at least 15 inches in inside depth.
c. The BFTS vessel shall have a maximum allowable working pressure of at least 1500 psi at a temperature greater than 325 Celsius.
d. The vessel and moveable head assembly shall be able to maintain a continuing working temperature of at least 325 Celsius.
e. The vessel shall maintain a perfect seal such that it can maintain a pressure greater than 1500 psi while heated to 325 Celsius for over an hour. The seal shall include a high-temperature polytetrafluoroethylene gasket and a bolting mechanism capable of withstanding temperatures above 325 Celsius.
f. The moveable head assembly shall include a pressure gauge and transducer able to measure pressures up to at most 200 psi, a gas relief valve mounted on the gauge, a manual needle valve, two 1/8 inch NPT plugged ports drilled straight through, two 1/4 inch NPT port bored straight through and plugged, two single valve assemblies with a needle valve for the vessel to intake and exhaust gas, and house a safety rupture disc that breaks when the maximum allowable working pressure is exceeded.
g. The BFTS shall include a three-zone heating assembly that houses the BFTS vessel and moveable head assembly. The heating assembly shall be controlled using an external controller. The heating assembly shall maintain a working temperature above 325 Celsius for at least 1 hour.
h. The BFTS shall include a controller that provides temperature control capabilities, such as temperature ramp control and set temperature. The controller shall be controllable via computer software, allowing the temperature of the heating assembly to be modified, maintained, and recorded. The controller shall be able to connect to the computer via the USB port.
i. The systems required power shall operate between 110 V and 240 V at a maximum amperage of 30 A.
j. The BFTS shall include a pressure module with a limit above the maximum allowable pressure. The pressure module shall also interface with the BFTS moveable head assembly and accurately report pressure while the temperature is above 325 Celsius. The pressure module shall include an analog output of either 4-20 mA or 0 to 5 V.
B. The BFTS shall include software such that temperature and pressure can be recorded in real-time at a frequency of at least 5 Hz.
