About this file
This Statement of Work (SOW) details a service contract for a Metrohm Combustion Ion Chromatography (CIC) instrument at the National Institute of Standards and Technology (NIST) Fire Research Division. The contract covers a 920-absorber module, 930 compact IC Flex oven, and combustion module, with a base period of 12 months and four 12-month option periods. Key service requirements include one preventative maintenance visit per year, calibration certificates, priority service, a preventative maintenance kit, discounts on consumables, and no-cost corrective maintenance parts.
The contractor must provide onsite repair, support, and maintenance services, including virtual technical support, onsite repair visits, and required Metrohm parts. Additional requirements include providing all safety-related equipment such as PPE (hard hats, safety shoes, safety glasses, respiratory protection, high-visibility clothing), ensuring personnel are qualified to work on the CIC instrument, and complying with NIST campus security protocols. The contract is firm-fixed price, with payment according to the Prompt Payment Act, and requires a calibration certificate to be submitted within one day after each preventative maintenance visit.

STATEMENT OF WORK (SOW)
Title: Service Contract for Combustion Ion Chromatography Instrument
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Fire Research Division requires support services for its Metrohm combustion ion chromatography (CIC) instrument. The CIC is an analytical tool that combines combustion with ion chromatography to measure the concentration of specific elements, particularly halogens and sulfur, in various samples. The Fire Research Division is addressing the increasing need to detect total Fluorine, which can indicate the presence of per- and polyfluoroalkyl substances (PFAS) at parts per million levels. PFAS are unique chemicals used in a variety of industrial and consumer products, including carpets, cookware, food packaging, fire suppressants, and more. Human exposure to PFAS residues, especially in water, has been linked to various health issues such as cancer, obesity, endocrine disruption, and other negative effects. The CIC was originally purchased with a one-year warranty covering parts and labor, which has since expired. Recently, the CIC has been extensively used and has encountered several issues, resulting in frequent downtime. To prevent further problems, a preventative maintenance service contract is now needed.
II. PURPOSE
The purpose of this requirement is for a Metrohm CIC instrument service contract, composed of a 920-absorber module (serial # 27001), a 930 compact IC Flex oven (serial # 87458), and a combustion module (serial # M7-474/X).
Place of Performance The place of performance shall be onsite at NIST, 100 Bureau Drive, Building 224, Room A354, Gaithersburg, Maryland. Onsite services shall include inspection, functional cleaning, status assessment, replacement of wearing parts, testing, calibration, and functional check.
Period of Performance The period of performance shall be a base period of twelve (12) months, plus four (4) 12-month option periods.
Regular Business Hours Regular business hours are Monday through Friday, 8am to 6pm. Eastern Time, excluding Federal holidays and NIST closures.
