The U.S. Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), National Center for Explosive Training and Research (NCETR), National Canine Division (NCD) requires contractor services for assistance in the training of Labrador Retrievers for explosives and accelerant detection. Over a 5-year (60 month) period, up to 300 canines may be trained. The canines will be utilized as part of ATF’s commitment to train superior explosives/accelerant detection canines for the Federal, state, local, and foreign law enforcement agencies. This position is organizationally assigned to NCETR but is physically located at the NCD in Front Royal, Virginia and serves as liaison to provide instruction and guidance for canines and handlers in training.

1.1 ORGANIZATION

This task is to be accomplished for the Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives, National Center for Explosives and Training Research, National Canine Division.

1.2 BACKGROUND

1.2.1 ATF trains accelerant and explosive detection canines for State, local and Federal law enforcement agencies. The ATF Canine Program incorporates research from the ATF National Laboratory and the technical expertise of ATF experts to train an elite canine that serves as an extremely reliable, mobile, accurate, and durable detection tool, capable of assisting law enforcement with escalating terrorist threats faced by communities worldwide. ATF has transformed its years of experience training canines into a steadfast program incorporating positive training techniques to ensure performance in the field.

The reliability and credibility of both canines and their handlers is proven by stringent adherence to the techniques and protocols used by ATF.
