STATEMENT OF WORK (SOW)

Destructive Device Electronics Training

1. PURPOSE AND SCOPE

The scope of this project is to provide instructional training on electronics, destructive device triggering systems, and emerging threats. This is a critical in-service training for the enhancement of the methods and techniques for preserving public safety and explosives evidence for forensic analysis. Subsequent training classes will have a maximum of 25 students.

2. OBJECTIVE

To provide the relevant and necessary instructional professionals, subject matter experts, and support to develop and deliver a training curriculum, set up and execute practical exercises, to support ATF’s mission. This training will primarily support the ATF certified explosives specialist and bomb technician program, as well as other programs within the Explosives Enforcement and Training Division on an as-needed basis, with no guarantees for minimum annual usage.

3. SCOPE

The ATF National Center for Explosives Training and Research (NCETR) has a requirement to provide instructional training on electronics, destructive device triggering systems, and emerging threats. This customized training could be delivered at ATF – NCETR, Redstone Arsenal, Alabama or locations within the United States as designated by the Contracting Officer Representative (COR) or Program Manager. The maximum class size is 25 students. Training may be one or two days in length and consist of 8-hours per day utilizing the blocks identified in section 3.2. Possible combinations of training may be required and are described in section 3.3. Training will be divided into modules that may be delivered individually or as a group of modules. Modules will be selected by ATF for delivery based on student proficiency and time allotments. The time allotments for each module shown in section 3 of this document are for reference purposes and should be used as an indicator of the level of depth for the specified subject matter.

3.1. Development and creation of microcontroller reference guide to include technical data sheets, photographs, and x-ray images in digital (PDF) format for distribution to students.

3.2 Electronics and Emerging Threats Training Modules

3.2.1. Basic Theory of Electricity Refresher (2 hours): Ohm’s Law and the relationship among voltage, current and resistance, series and parallel circuits, AC/DC power, electronic component identification (passive and active, semiconductors, and integrated circuits) to include understanding how they operate and relate to each other, and data sheet research,

3.2.2. Design and Build Circuits (4 hours): build a minimum of eight complete firing circuits for improvised devices with a focus on improvised mechanical and electrical switches. Examples may include: variable resistance photo cell with latching SCR (light and dark dependent);

collapsing, anti-detonator removal circuit; time delay safe arm with multiple parallel firing switches to include victim activated switch;

remote control using modified off the shelf system. Using bread boards, soldering components to prototype or printed circuit boards.

3.2.3. Circuit Analysis (2 hours): Present minimum of ten firing circuits either via display boards or PowerPoint, with x-ray image. Include group discussion on component identification and circuit functioning.

3.2.4. Build Detonator Diagnostics Trainer (2 hours): utilize preprinted circuit board, project box, and external det lead attachment points.

3.2.5. Detonator and Switch Diagnostics Refresher (hands-on, 2 hours):

Theory and practical exercises for safely eliminating detonators and bypassing switches. Include determining conditions for application of procedures and use of multi-meter, WASPP.

3.2.6. Microcontroller/Arduino Introduction (8 hours): overview of microcontroller/Arduino use and function. Introduce Arduino programming providing multiple sketches (not a coding class). Each student would receive one Arduino project kit with board and multiple sensors. Practical exercises include at least one functional fusing system per student with a minimum of five different systems in the class.

3.2.7. Arduino Programming (8 hours): basic programming to create sketches for upload.

3.3 Training Day Combinations:

3.3.1 Training module combinations (from section 3.2) by day and audience.

These day long blocks may be offered as stand-alone one day training sessions or paired together as two (2) or three (3) day training events.

The selected training modules will be based on the audience and their experience level.
