GEOLOGIC INVESTIGATION—ENGLISH BENCH #9 SITE

1. OVERVIEW

This Statement of Work (SOW) sets forth the terms and contractual understanding between the drilling contractor and the Natural Resources Conservation Service (NRCS) for geologic drilling at the English Bench #9 site located at SW1/4 NW1/4 Sec. 32 T100N R5W (Union City Township) in Allamakee County, Iowa.

The Natural Resources Conservation Service is an agency of the U.S. Department of Agriculture. Its mission is to provide leadership in a partnership effort to help people conserve, maintain, and improve our natural resources and environment. NRCS Engineering provides technical assistance to several programs, including the Conservation Technical Assistance Program, the Watershed Rehabilitation Program, the Small Watersheds Program (PL-566), and the Environmental Quality Incentives Program (EQIP). This technical assistance often includes geologic investigations at project sites.

2. SCOPE OF WORK

The work under this contract consists of augering/drilling, retrieving soil materials, conducting field tests, and collecting soil samples, as designated by the Contracting Officer’s Representative (C.O.R.). The C.O.R. for the contract will be the on-site NRCS Geologist. The objective of the work is to determine the characteristics and extent of various subsurface materials on an NRCS earthfill dam that has experienced slope failure on the downstream face of the dam and associated sand boiling in the outlet channel. The work also includes the furnishing and maintenance of equipment, operating personnel, and supplies. All work will be performed at the direction of the NRCS Geologist.

Standby time requested by the Geologist/C.O.R. will be taken at the expense of the government.

The Contractor will generally have ten (10) working days after the task order is issued to mobilize drilling equipment, personnel, and all other necessary resources to perform the work. All right-of-way permits will be obtained by the Natural Resources Conservation Service (NRCS). Site cleanup will be the responsibility of the Contractor as part of demobilization.

3. SAFETY

The Contractor shall comply with OSHA (Occupational Safety & Health Administration)

Parts 1910 and 1926, Construction Industry Standards and Interpretations.

The following is a list of possible safety hazards that could be encountered during this contract. This listing is not intended to be all inclusive. Site specific safety evaluations must be made.

NRCS-IOWA 2 2020

(a) Hot/cold temperatures

(b) Lightening

(c) Flash floods

(d) Overhead telephone and electric lines

(e) Underground utilities

(f) Weak bridges

(g) Hazards associated with equipment use

(h) Rough terrain/topography

Hard hats will always be required to be worn by all personnel and visitors on site during drilling operations.

When it is necessary to leave borings or excavations open at the end of a day’s work, or for observation after completion of work, the Contractor shall provide temporary covers, barricades, markers or other measures consistent with the hazards involved, to prevent injury to humans or livestock, and to protect the work and adjacent installations.

4. SITE ARCHAEOLOGY

Any historical, archaeological, or scientific item or artifact that may be discovered during the site investigation is to be reported to the C.O.R.

5. PERSONNEL QUALIFICATIONS

Drilling personnel shall include a driller and at least one driller’s helper. Such personnel shall be experienced and thoroughly qualified for maximum production, efficiency, and safety to be obtained.

The drilling rig and crew should be capable of producing an average of at least 200 feet of flight auger boring, or equivalent work per day. A delay in delivery of drilling equipment and personnel and the length of that delay must be agreed upon and approved by the Contracting Officer. The maximum work schedule is from 7:00 a.m. to 5:30 p.m.

with a one-half hour lunch.

Travel expenses for the Contractor’s drilling crew will be included in bid item prices.

6. EQUIPMENT AND SUPPLIES

The Contractor shall furnish equipment and supplies in good working condition. All the equipment must comply with applicable OSHA safety regulations. The C.O.R. reserves the right to inspect the contractor’s equipment to check for the required job items.

The Contractor shall furnish:

NRCS-IOWA 3 2020

(a) A light to medium size all-terrain (tracked) drilling rig and supplementary vehicles capable of maneuvering across wet terrain and relatively steep slopes including cropland and pasture. The drill rig must be a mobile, rotary type rig capable of drilling vertical holes on a variety of slopes and obtaining continuous soil samples to a maximum depth of 100 feet. The drill rig shall be capable of utilizing all soil boring equipment and testing equipment as herein specified;

(b) All soil boring and testing equipment as specified in Geotechnical Investigations

Specification No. 2;

(c) All soil testing equipment as specified in Geotechnical Investigations Specifications

No. 3;

(d) Bentonite for the plugging of test holes as specified in Specification No. 4;

(e) Supplies for the installation of piezometers as specified in Geotechnical

Investigations Specification No. 5

(f) Any other equipment and/or materials, such as welding equipment, hand tools, fuels, oils, grease, rope, and replacement parts.

All repairs to equipment and replacement of parts shall be made by and at the expense of the Contractor, and the working equipment shall be kept in good operating condition when in use. Repairs and replacements shall be made with a minimum of lost time. The C.O.R. will decide what constitutes a reasonable period of down time for repairs.

If the drilling equipment becomes stuck or immobilized within the site area, the

Contractor shall provide personnel and equipment necessary to free such equipment for resumption of operations.

The Contractor assumes all responsibility for lost or damaged equipment in the performance of this contract.

7. INVESTIGATION DETAILS AND APPROXIMATE QUANTITIES

The site included in this contract is a small (Engineering job class IV) dam constructed in 1972. Slope failure on the downstream face of the dam and sand boiling in the downstream outlet channel occurred in 2018 so a breach channel was excavated through the dam in order to draw down the pool. In order to design a repair to the dam this geotechnical investigation will require:

(a) 4 drill holes on centerline through the dam, 8 drill holes downstream (including along the downstream abutments, in the valley, and above the failure slope on the downstream face of the dam), and 3 drill holes in the borrow area(s);

(b) A total of approximately 775 linear feet of soil boring, with drill holes in the range of

15 to a maximum of 100 feet deep.

NRCS-IOWA 4 2020

(c) All supplies needed to install a minimum of 2 piezometers into 2 of the downstream boreholes, which will be determined based on the location of the boreholes and the materials observed in the boreholes at the time of drilling.
