About this file
This is a Statement of Work for the procurement of a Lock-In Amplifier for a Laser Doppler Vibrometer (LDV) System to support NIST's RF Technology Division.
The National Institute of Standards and Technology (NIST), specifically the Radio Frequency Technology Division, is procuring one Lock-In Amplifier (Line Item 0001) and one Arbitrary Waveform Generator (Line Item 0002) to support the CHIPS R&D Metrology Program, project 4.04 "Electro-acoustic metrology of piezoelectric materials for wireless communications." The lock-in amplifier must meet the following technical specifications: analyze signals up to 600 MHz, provide at least two channels, demodulate at least 8 harmonic signals, feature 50 Ohm input impedance, output at least 100 mV, and include 14-bit D/A conversion. The arbitrary waveform generator must feature at least 2.4 GSa/s sampling rate, at least four channels, at least 250 MHz bandwidth, and at least 5-volt output. Both items are due within 4 months after receipt of order (ARO) and shall be delivered via F.O.B. Destination to NIST's Shipping and Receiving department in Boulder, Colorado. The contractor must confirm shipment details with the Designated Government Official and Contracting Officer prior to delivery due to limited site access. Installation and training are not required. The contractor must warranty the entire system for a minimum period (term to be specified) including parts and labor, commencing upon government acceptance. Payment is 100% upon installation, acceptance, successful completion of testing, and successful demonstration that instrumentation performs in accordance with technical requirements, using Net 30-day payment terms. Visual inspection and performance testing will be conducted by the NIST Contracting Officer's Representative, with the contractor obligated to assist in troubleshooting within 3 business days of notification of any issues.

STATEMENT OF WORK
Title: Lock-In Amplifier for Laser Doppler Vibrometer (LDV) System
Requesting Lab: CTL / 672 RF Technology Division CHIPS R&D: 4.04 Electro-acoustic metrology of piezoelectric materials for wireless communications
I. BACKGROUND INFORMATION
The Radio Frequency Technology Division at the National Institute of Standards and Technology (NIST) develops measurement science, standards, and technology for radio frequency (RF) and microwave electronics. It provides the metrological foundation for wireless communications, including the characterization of advanced materials and components. This acquisition directly supports the Division's mission by enabling new measurement techniques to extract specific piezoelectric properties that determine device performance. These capabilities allow for more accurate multi-physics models of acoustic filters, ensuring U.S. leadership in the semiconductor ecosystem.
II. PURPOSE
The purpose of the procurement is to provide a laser doppler vibrometer (LDV) system or associated high-precision optical components to support the CHIPS R&D Metrology Program.
Objective/Scope: The system will be integrated into an automated probe station to enable the measurement of piezoelectric coefficients in thin-film materials. This requirement is part of project "4.04 Electro-acoustic metrology of piezoelectric materials for wireless communications," which focuses on characterizing materials for next-generation 5G and 6G wireless filters. The LDV is essential for transducing acoustic domain signals to validate electro-acoustic models.

Building 1 Room 1-4635
***Due to ongoing limited site access of the NIST facilities, the Awardee SHALL confirm with the Designated Government Official and the Contracting Officer prior to ANY shipment to NIST***
VI. INSTALLATION
Installation is not required.
VII. TRAINING
Training is not required.
VIII. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Upon delivery, a visual inspection will be performed by the NIST COR to identify defects, damage, or nonconformity. The Government shall have sole discretion to reject, require repair, or require replacement of such items at no cost to the Government. Acceptance will be determined after the Contractor has successfully provided the delivery. NIST will then conduct testing and inspection for acceptance. Confirmation of acceptance will be provided by the NIST COR within 1 week. The Contractor shall assist in troubleshooting and resolving any issues detected during this time within 3 business days after being notified.
