About this file
This is a technical specification document for telemanipulator equipment to be procured by Oak Ridge National Laboratory (ORNL) for use in the Modular Hot Cell–Test Article (MHC-TA). Two telemanipulator options—a three-piece design and a one-piece design—will be evaluated for functionality and cost. The specification establishes comprehensive technical requirements for the remote handling equipment, including dimensional constraints, operational capabilities, material specifications, and quality assurance standards.
The telemanipulators must meet specific installation and dimensional parameters, including a minimum 31.5-inch cell wall thickness, 120-inch mounting height, and 10.0-inch inner diameter thru-tube. All exposed remote-end components must be constructed from aluminum or stainless steel. The tongs must support 10-pound dynamic and static loads when fully extended (minimum 90.6 inches) in any orientation. Key operational requirements include X, Y, and Z motion locks with tamper-lock options; manual rotation ranges of at least 30 degrees (Roll/X), 20 degrees (Pitch/Y), and 22 inches extension (Z); wrist rotation of at least 160 degrees; and tong opening width of 3.5 inches with minimum 30-pound gripping force. Three sets of tongs per unit must be provided (nine total for the two units) fabricated from stainless steel, aluminum, and aluminum with replaceable rubber grips. Maximum friction and rigidity specifications are defined in detailed tables. The specification requires an established Quality Assurance program compliant with NQA-1 standards, submission of technical drawings and manuals, parts lists with lead times, and approval of the offeror's QA manual. ORNL reserves rights for on-site audits, inspections, and factory acceptance testing, with access permitted for ORNL and US DOE personnel.
