The contractor must provide three portable seismograph systems with microphones rated to 148 dB, triaxial geophones, security enclosures with solar panels and voltage regulators, cellular modems with cables and antennas, and power/communication splitter cables. The seismographs must comply with ISEE seismograph standards for 2031 and be capable of remote reporting. The contractor shall offer either installation services or detailed installation instructions for the three units and must provide annual calibration services, returning units within 10 business days. Calibration and relocation services are fee-based, as are any on-site service or technical assistance requests.
The monitoring service must provide 24/7 remote access to data showing vibration, velocity, and air-overpressure measurements from explosives range operations with the ability to generate charts and reports exportable to Microsoft Excel and PDF formats. The service must include email notification options for events exceeding pre-arranged airblast and vibration limits. The period of performance is a one-year base period from August 1, 2026, through July 31, 2027, with four optional one-year periods extending through July 31, 2031. The places of performance are ATF's Capano Range, McKinley Range, and Corkern Range. Contractor personnel visiting NCETR will be subject to police records checks for access to Redstone Arsenal and ATF facilities. Key personnel designation is not applicable to this contract.

Bureau of Alcohol, Tobacco, Firearms and Explosives National Center for Explosives Training and Research
Statement of Work Seismograph Monitoring Services
1 BACKGROUND
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) is located on Redstone Arsenal in Huntsville, Alabama. NCETR staff conduct research in support of improving the safe storage and disposal of explosives and enhancing the prosecution of explosives cases to serve ATF and the larger law enforcement community. NCETR also develops and facilitates the delivery of basic and advanced explosives training courses for ATF personnel, U.S. and international law enforcement partners, the U.S. military, and other federal agencies. Explosives training programs that occur regularly at NCETR’s range facilities are; Explosives Specialist Certification and Recertification (CES) Advanced Explosives Disposal Techniques (AEDT), Post Blast Investigation Techniques (PBIT), the Military Post Blast School (MPBIT), Advanced Explosives Training for Industry Operations (AETI), Explosives Safe Handlers Course (ESH), and the Homemade Explosives School (HME). Most of NCETR’s range operations consist of surface shots ranging from 1 gram to 50 pounds net explosive weight. ATF is primarily interested in monitoring airblast, followed by vibration.
1.1 ORGANIZATION
The National Center for Explosives Training and Research (NCETR) is located on Redstone Arsenal, Huntsville, AL. (Madison County). NCETR’s main facility is home to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) explosives training and research programs. The NCETR facility maintains proprietary control of approximately 1,000 acres of land that is comprised of three (3) explosive range complexes; these ranges possess assets that are a unique resource in the mission against explosive-related crime and the counter-improvised explosives device effort.
1.2 SCOPE
The objective of this contract is to provide three (3) seismographs to be installed, one each, on the three ATF NCETR explosive range facilities located on Redstone Arsenal and to subscribe to a seismograph monitoring service. The monitoring service should allow for both the ability to access the data by ATF designated users at any time, as well notify designated ATF users of activities agreed upon by ATF and the contractor. The monitoring service will provide data in the form of charts and graphs and will store archived data.
1.3 OBJECTIVE(S)
The objective of this requirement is to provide ATF with data regarding airblast and vibration generated by NCETR explosives range operations. The data will serve as a record and will aid in identifying any additional environmental controls that would minimize noise and vibration levels.
1.4 REQUIRED TASKS
1.4.1 The contractor shall provide three (3) portable seismograph systems with standard accessories.
1.4.2 The seismograph must meet the ISEE seismograph standards for 2031.
1.4.3 The contractor shall provide monitoring service capability for an annual fee.
1.4.4 The contractor shall provide technical assistance for hardware, software, and data interpretation.
1.4.5 The contractor shall provide annual calibration services.
2.0 DELIVERABLES
The contractor shall ensure the accuracy, functionality, completeness, professional quality, and overall compliance with government guidelines/requirements of the deliverables. Written documents shall be concise, succinct and clearly written.

2.3 The contractor shall provide monitoring services for each seismograph unit/location.
The monitoring service must include options for remote access to the data provided by the contractor. The service shall also provide an option for email notification of data and alerts for events that exceed pre-arranged limits for airblast and vibration.
2.4 Access to the data should be available 24 hours a day, 7 days a week. The data must provide a record of range events with vibration, velocity, and air-overpressure. The data must be able to generate charts and seismograph reports that are exportable to Microsoft Excel and/or PDF.
2.5 The contractor shall include an annual calibration service for a fee. The calibration service will be for any single unit or all three units at a time that is convenient for the purchaser. The contractor shall provide the calibration service and return the seismograph to the purchaser within 10 business days of receipt of the unit(s) submitted for calibration. Upon request, the contractor will provide a replacement “loaner” unit during the time that the “owned” unit is unavailable for the calibration.
