About this file

This is a Statement of Work for the procurement of a thyroid uptake system for the Department of Veterans Affairs Martinsburg VAMC. The requirement is a one-time purchase of a Captus 4000e or equal thyroid uptake probe with a 2-inch well counter system, designed to measure ionizing radiation and determine thyroid conditions such as hypothyroidism or hyperthyroidism based on iodine absorption percentages. The procurement includes complete installation, one day of on-site training, and integration with the VA network. The solicitation number is 36C24526Q0432 and is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 334510 with a 1,250-employee size standard. Delivery is required within 60 days after receipt of order (ARO) to Martinsburg VAMC, 510 Butler Avenue, Martinsburg, WV 25405, with contract award anticipated as a single firm-fixed price.

The system must feature a fully integrated DICOM interface for patient data, wipe test, and quality assurance reporting; a 20-inch color touch screen user interface; an ergonomic adjustable monitor with articulating collimator arm; mobile and compact design with four-sided handle grips and swivel wheels; neck phantom for thyroid standard counting; capsule counting probe; and thyroid protocols for both liquid and capsule dosing. Technical specifications include Multi-Channel Analyzer interface with 1,024 channels, two detector inputs, maximum count rate of 200,000 counts per second at 5.0%, count rate linearity within 2.0% up to 150,000 cps, uptake stand dimensions ranging from 56" H x 28" W x 32" D in closed position to 36" arm extension and 25" to 63" vertical travel, and dual voltage capability (120 VAC, 60 Hz, 2 AMP or 230 VAC, 50 Hz, 1 AMP). Quality assurance requirements include energy calibration, zero adjust, gain adjust, detector efficiency, detector resolution, chi-square, and constancy testing.

STATEMENT OF WORK

Thyroid Uptake System

GENERAL:

The requirement is to procure a new thyroid uptake probe with 2” well system.

The purpose of a thyroid uptake system is to measure the ionizing radiation. It employs a scintillate crystal that produces pulses of light in proportion to incident radiation. This equipment is to determine hypothyroidism or hyperthyroidism depending on the percentage of iodine absorbed into the blood.

SCOPE:

This is a one-time purchase of thyroid uptake probe with 2” well counter, DICOM and neck phantom with complete installation and one day of on-site training. The system will be connected to the VA network.

SALIENT CHARACTERISTICS:

• Brand name or equal

• Must feature fully integrated DICOM interface for patient data, wipe test and quality assurance (QA) reports.

• Quality Assurance must include, but not limited to, energy calibration, zero adjust, gain adjust, detector efficiency, detector resolution, chisquare, and constancy.

• Must include an uptake with 2” wells.

• Must feature neck phantom for proper counting of thyroid standards.

• Must have 20 inch color touch screen streamlines user interface.

• Must have ergonomic adjustable monitor and easy to position articulating collimator arm.

• Must be able to attach PC to either right or left side to optimize workspace.

• Must be mobile and compact with four-sided handle grips and swivel wheels.

• Must provide thyroid protocols for both liquid and capsule dosing.
