About this file
This is a Statement of Work (SOW) for the repair of a government-owned 2023 Caterpillar 299D3XE skid steer that sustained damage when a tree fell on it during operations at Oakwood Bottoms Wetland on September 9, 2025. The Shawnee National Forest requires complete replacement of all cab, electrical, and cooling system components damaged in the incident. The contractor must store the unit indoors during repairs to protect the unsealed cab from external elements and conduct comprehensive testing of all electrical and mechanical systems to ensure operational status before return to service. Deliverables include one fully operational skid steer with a 60-calendar-day completion timeline from receipt, accompanied by an itemized receipt documenting all replaced components.
The USDA Forest Service intends to award this contract on a single-source basis to John Fabick Tractor Co under FAR 13.106-1(b)(1)(i). The government furnishes the asset, and no travel, unique security requirements, data rights, or Section 508 compliance obligations apply. No contractor key personnel are specified for this repair effort.

Statement of Work Project WCF 0908 EN 2501-735 Caterpillar 299D3XE Skid Steer, Cab and cooling system replacement.
General Information
1.0 Scope of Work
Replace all cab, electrical, and cooling system damaged from incident. Test to ensure all replacement parts are working properly before pick-up.
2.0 Background
On September 9th 2025 while working in Oakwood Bottoms Wetland a green tree unexpectedly fell onto EN 2501 Skid Steer. The skid steer was there performing mastication duties on a recently closed timber sale. The operator was out of the machine performing other duties and heard tree roots snapping and a tree falling. He stated that he then heard a loud bang and realized the tree had fallen on the skid steer. He immediately contacted the fleet manager and safety officer to inform them of the incident that occurred. From the phone call he was encouraged to take many pictures of the scene and equipment damage. There appears to be damage to the cab, door, external cooling package, lighting, and various electronics in the cab interior.
Because of the end of the year and the furlough it took until October 22nd, 2025, to get a quote for repair. The dealership took many extensive pictures to determine what was damaged. They did not take anything apart to do a deep analysis. The dealership gave a good estimate that it appears to cover all of the damage that is present.
This unit as it sits is inoperable and is an integral part of the fleet for emergency fire line and timber production. The forest would like to have it repaired and back in service as quickly as possible
