Attachment A
STATEMENT OF WORK (SOW)
1.0 BACKGROUND:
The Federal Housing Finance Agency (FHFA) was created by the Housing and Economic Recovery Act of 2008 (HERA) to regulate and supervise Fannie Mae, Freddie Mac, and the 11 Federal Home Loan Banks (jointly, the “regulated entities”). HERA combined three organizations, the Office of Federal Housing Enterprise Oversight, the Federal Housing Finance Board, and a group from the Department of Housing and Urban Development, which collectively had previously regulated these regulated entities. These institutions play critical roles in supporting our nation’s housing finance system. Fannie Mae and Freddie Mac guarantee mortgage-backed securities (MBS) and hold mortgages and MBS’ for investment. The Federal Home Loan Banks lend money to banks and other financial institutions using mortgages as collateral and invest in mortgage-related assets. In 2008, FHFA placed Fannie Mae and Freddie Mac in conservatorships, where they remain.
FHFA is a dispersed work environment. A single office is maintained in Washington DC. Employees work at either the Washington D.C. office or from their homes located within the confines of the United States of America. Employees assigned to the Washington D.C. Office work an alternate schedule whereas 1/3 of the workforce may be in the building at any given time of the workday. There are eight (8) floors occupied by FHFA making the total count of Automated External Defibrillators (AEDs) to be serviced ten (10). There is one (1) AED per floor strategically placed near the bathrooms. Floor five (5) has 3 AEDs near both bathrooms and one in the pantry area (5E-604). The contract is for the FHFA Headquarters building only.
2.0 SCOPE:
The Contractor shall inspect, service, and maintain all AEDs installed. Inspections shall be performed at the government's convenience and shall be pre-planned and authorized by the Invoice Approver. Inspections shall be provided monthly.
3.0 OBJECTIVES:
FHFA seeks a Contractor to inspect, service, and maintain all AEDs at FHFA Headquarters to ensure FHFA's AEDs maintain operational readiness. The Contractor shall follow the Federal Register’s guidance on Public Access Defibrillation Programs in Federal Facilities and any other applicable federal codes and regulations. This would include, but not limited to a Certified AED technician who is trained and certified in the AED make, model, and brand used by FHFA.
4.0 TASKS:
The Contractor shall:
· Inspect all AED units monthly
· Examine the device for signs of damage.
· Check the AED’s power by turning it on and off.
· Ensure the status indicator light shows the AED passed its internal self-test and is ready to be used.
· Check the date on pads and batteries to ensure they are not expired.
· Confirm that additional rescue supplies are stocked with the AED, including mask, razor, gauze pads, scissors, nitrile gloves, and wipes.
· Clean external components with manufacturer recommended cleaning agent to clean AED
· Correct any mounting deficiencies in the hard outer case or AED sign
· Replace any defective or expired components.
· Initial and date the AED inspection card.
If an AED unit is determined to be defective, expired, or no longer operational, notice shall be provided to the COR.
5.0 DELIVERABLES:
The Contractor shall include a monthly report with its invoice. The monthly report shall contain a picture of each AED inspected with caption as to location, serial number, and operating status. As applicable, the monthly report shall detail any replacement supplies or work on the unit. The invoice shall identify the per unit price for each unit serviced and list the units by sequential number by floor and location.
6.0 GOVERNMENT-FURNISHED INFORMATION:
FHFA will provide the Contactor with a copy of the service file (Appendix 1) which identifies the serial numbers, make, model, and brand of applicable AED. Appendix 1 will be updated as needed to reflect any new or replaced equipment.
7.0 SECURITY:
Contractor employees shall enter and exit through the loading dock. Contractor employees shall be escorted all times.
8.0 Information Communication Technology (ICT) Accessibility (Section 508)
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. As such, the following requirements apply to this solicitation:
1) Products, platforms and services delivered as part of this work statement that are ICT, or contain ICT, must conform to the Revised 508 Standards, which are located at 36 C.F.R. § 1194.1 & Apps. A, C & D, and available at https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-ict-refresh/final-rule/text-of-the-standards-and-guidelines
2) E102 / 702.10 – Web Content Accessibility Guidelines (WCAG) success criteria level A & AA are incorporated as a requirement. The referenced WCAG criteria is available at http://www.w3.org/TR/WCAG20/ The following items are identified as containing ICT: Monthly Reports delivered in electronic format.
Applicable Functional Performance Criteria: All functional performance criteria apply when using an alternative design or technology that achieves substantially equivalent or greater accessibility and usability by individuals with disabilities than would be provided by conformance to one or more of the requirements in Chapters 4-6 of the Revised 508 Standards, or when Chapters 4-6 do not address one or more functions of ICT.

9.0 PLACE OF PERFORMANCE:

10.0 PERIOD OF PERFORMANCE:
The period of performance shall be for a one-year base year and four, one-year option years, if exercised.
