STATEMENT of WORK (SoW) Materials Testing and Special Inspection Services USGS Hydrologic Instrumentation Facility (HIF) construction at 270 Kirkbride Lane, Tuscaloosa AL
The U.S. Geological Survey (USGS) has a requirement for Materials Testing and Inspection Services for the Construction of a new-build 92,000 gross square foot laboratory building in Tuscaloosa, AL.
BACKGROUND
The project is the construction of a new two-story laboratory at 270 Kirkbride Lane on the University of Alabama campus, Tuscaloosa, AL. This building replaces the existing USGS Hydrologic Instrumentation Facility (HIF) in Bay St. Louis, MS. The Architect of Record is Stanley Consultants, Muscatine, IA. The General Contractor (GC) is JCCBG, Greenville, SC. Construction start date is February 2022, completion planned November 2023.
The project site is currently an asphalt parking lot and mostly cleared undeveloped land. The building will include wet lab space, light industrial spaces, office space, warehouse, and classroom training space. The substructure will be composed of concrete slab on grade, concrete spread and strip footings under all walls and columns. The project includes a tornado safe space constructed of concrete and reinforced masonry. The structural frame will be laterally braced and composed of a steel column, beam, and joist system. The building exterior wall systems include reinforced masonry with brick and cast stone veneer, metal wall panels and glazed aluminum window walls. Site work includes, utilities, retaining walls, asphalt and concrete parking and service drives.
SCOPE OF WORK
Inspection of the work during construction to assure that all work is done in accordance with the approved plans and specifications and applicable federal, state, and local building codes. Special Inspections are to be performed by an independent third party with certified special inspectors. Special Inspections must ensure that the work of the Contractor is in accordance with the Contract Documents and applicable building codes.
Special inspections must be performed in accordance with the construction contract documents (140G0122C0002), including but not limited to Section 01 40 00 1.08 Testing and Inspection Services, Section 01 45 33 Code Required Special Inspection and Procedures, and the Statement of Special Inspections. (The specification documents from the construction contract that are noted herein are included at Attachment B.1 and B.2.) Special inspections must be performed in accordance with applicable codes, generally including but not limited to the following materials and systems.
Steel Construction Concrete Construction Masonry Construction Soils Fabricated Items Special Inspections for Wind Resistance Special Inspections and testing for Seismic Resistance Sprayed Fire-Resistant Materials Mastic and Intumescent Fire-Resistant Coatings Fire Resistant Penetrations and Joints Testing for Smoke Control
Testing Requirements must include but are not limited to the following.
Soils – Standard Proctor and Atterberg Limits tests needed to determine the maximum dry density, optimum moisture content, and classification of fill materials used under the building pad, exterior concrete, and hot-mix asphalt pavements.
Engineered Fill –Tests needed to determine compaction and moisture content of fill under the building pad, exterior concrete, and hot-mix asphalt pavements.
Existing Subgrades – Observations (proof rolls) needed to determine if existing subgrades are suitable to place fill on. Performed prior to fill placement under the building pad, exterior concrete, and hot-mix asphalt pavements.
Shallow Foundations – Bearing capacity tests performed with a hand penetrometer or static cone at the base of foundation excavations for the building.
Concrete – Concrete tests to determine slump, air content, temperature, and compressive strength for building and exterior concrete.
Hot-Mix Asphalt – Tests needed to determine compaction of hot-mix asphalt pavement.
Other services include.
· Shop drawing review.
· Observe Contractor work and advise USGS regarding quality.
· Review construction progress.
· Develop punch-list of items needing correction.
· Attend and/or participate in construction meetings.
ADMINISTRATIVE PROCEDURES
After Award and issuance of the NTP, the Special Inspector will coordinate all site visits through the USGS Contracting Officer’s Representative (COR) or the COR’s designated alternate. All personnel, subcontractors and representatives visiting USGS sites will be required to sign in upon arrival. Each visiting individual will be required to enter his/her name, company’s name, USGS project title, date, reason for the visit, and the times of arrival and departure. Arrangements for after-normal-working-hour site visits must be made in advance during normal working hours.
DELIVERABLES
· Detailed weekly inspection log. Testing reports.
· Weekly written report to USGS listing site observations and recommended corrective actions.
· Develop a written punch list of items needing correction, as observed during final inspection.
