USGS-SPCMSC Vessel Purchase Request, February 2021
A.1. PERFORMANCE-BASED WORK STATEMENT
A.1.1. INTRODUCTION
The St. Petersburg Coastal and Marine Science Center is responsible for conducting a wide range of geologic, geophysical, morphologic, oceanographic, and climate investigations of the continental margins and adjacent regions including coastal regions of the Pacific and Atlantic Oceans, the Gulf of Mexico, and the Caribbean Sea. Research and assessment activities are conducted primarily to develop a systematic understanding and applications of dynamic physical processes and their interaction with social and ecologic systems in these areas. The scientific research supports the natural hazard and climate change missions within the USGS and addresses understanding of vulnerabilities and changes associated with extreme storms, chronic erosion, sediment mobility and transport, and climate-change driven response that includes consideration of sea-level rise and future storminess. The scientific program focuses on the evolution of sedimentary basins by analyzing geomorphology and near-surface sedimentary structural data collected using marine geophysical tools. The fundamental goal is to develop a scientific understanding of geologic processes that will contribute to rational decisions by marine and coastal managers. SPCMSC research is used by other Federal agencies, State and local entities, private organizations, and the public to make informed decisions about the use and protection of our coastal and marine resources.
A.1.2. BACKGROUND
The USGS St. Petersburg Coastal and Marine Science Center will acquire an offshore vessel to support a variety of scientific needs. The vessel will provide a safe platform allowing transit to and operations in diverse environmental conditions.
A.1.3. SCOPE
This request is to purchase a new vessel that will support research mission objectives at the U.S. Geological Survey St. Petersburg Coastal and Marine Science Center. The vessel will require extensive customization that include, but are not limited to, the fiberglass hull, deck and cap, the fuel tanks; the powering of the vessel; the running of all hoses and cables and steering; and the installation of necessary electronic equipment.
A.1.4. SUPPORTING INFORMATION
A.1.4.1. PLACE OF PERFORMANCE
The fabrication will take place at the contractor’s facility. This facility must be located within 250 miles of the USGS facility in St. Petersburg Florida. The facility must be open during regular work day hours and allow inspection of the work as it progresses.
A.1.4.2. OPERATIONAL AREA
The boat’s typical operational area is offshore the SE United States, in the Gulf of Mexico and Atlantic Ocean, but is occasionally required to be hauled long distances for remote fieldwork.
A.1.5 TECHNICAL REQUIREMENTS
A.1.5.1. GENERAL:
The boat will be under 26 ft. in length (from bow to transom), fiberglass, with twin engine propulsion system. The boat will be capable to run offshore in heavy seas, with a deep V hull design and a large fuel capacity. The helm will be located on the starboard side of the deck. The helm cannot be on the centerline as this will prevent efficient equipment handling during our marine drilling operations.
A.1.5.2 HULL & MOTOR PLATFORMS:
The hull requirement is a fiberglass Deep V. Hull length from bow to transom, measured on deck, shall be between 25 feet and 25 feet – 11 inches. The hull beam shall be between 8.0 - 8.5 feet at its widest point.
Outboard Motor Platform – aft of the hull transom, a reinforced fiberglass or aluminum outboard motor mounting platform shall be provided. The platform should span the entire width of the transom.
A.1.5.3. OPERATIONAL TRIM:
The vessel design shall be such that there is no trim by bow in any load condition. We frequently transit to remote locations with relatively heavy loads. The trim tabs must be large t=enough to handle such conditions.
A.1.5.5. DESIGN & CONSTRUCTION STANDARDS:
In addition to the requirements in this specification, the boat shall meet all standards of the American Boat and Yacht Council (ABYC). https://abycinc.org/page/standards
A.1.5.6. BILGE PUMPS & ALARM SYSTEMS:
Vendor shall provide vessel with a self-priming 12 volt DC bilge pump and bilge alarm. Bilge pumps shall be 12 volt DC.
Bilge pumps shall be configured to allow either automatic or manual operation. The switch controls for each bilge pump shall be located at the operator's station. The bilge pump controls shall allow operator selection of either automatic or manual operation.
A.1.5.7. CLEATS:
The hull shall be provided with 3 stainless steel cleats per side, and one reinforced bow cleat for towing purposes.
A.1.5.8. ANCHOR AND LINE LOCKER:
An anchor sized for the boat shall be provided, including 300 feet of 5/8 inch nylon, three strand line. An anchor line locker shall be provided. The line locker shall be watertight, and separate from the hull compartments. The line locker shall include an overboard drain, and a quick acting access hatch.
A.1.5.9. FUEL SYSTEM:
Tank capacity shall be between 180 – 200 gallons.
The boat requires two saddle tanks that shall be fitted with remote read out fuel gauge. The fuel supply to the outboard motors shall incorporate 10 micron spin-on water separating filters with all metal elements (no plastic or glass bowl). Filters shall be located in an accessible location with ample clearance for replacing the filter elements.
Fuel system to meet EPA rules for diurnal emission
A.1.5.10. PROPULSION, WIRING, & STEERING:
Vendor will mount twin 200 hp motors mounted to a bracket attached to the swim platform, and provide all necessary rigging and steering components. Propellers shall be stainless steel and shall be from the engine manufacturer. A spare set of stainless steel propellers shall be provided.
Engine gauge systems shall utilize data bus technology. Real time fuel flow gauges shall be provided for each engine. Steering system shall be power assist hydraulic. Power assist pump shall be 12 volt DC.
Steering system shall provide Hard-Over to Hard-Over travel in no more than 4 turns of the steering wheel. Outboard controls shall be dual binnacle type, with integral switches for outboard trim and tilt.
A.1.5.11. TRIM TABS:
The vessel will come with trim tabs suitable for the size of the vessel.
A.1.5.12. BATTERIES:
Two 12 volt identical marine combined deep cycle and starting batteries shall be provided, one for each outboard motor. All batteries shall be sized for the outboard motor starting CCA plus 20%. Batteries shall be sealed maintenance free.
A.1.5.13. DC ELECTRICAL:
A DC electrical system shall be provided for:
· Bilge pumps
· Navigation lights
· Navigation gear
· Engines
· DC lighting
· Two DC console outlets (cigarette lighter type)
A.1.5.14. COATINGS, PAINTING
· Vessel Color selection from stock colors will be determined by the USGS at a later time
· Spray-on Non-skid coating shall be provided on deck
A.1.5.15. NAVIGATION, COMMUNICATION & OUTFITTING:
The builder shall provide (unless otherwise specified) and install the following components:
· VHF radios and antenna, 25 watt / 5 Amp
· GPS multifunction chartplotter & associated transducer
· Weather Antenna
· Stereo receiver & speakers
A.1.5.16. TRAILER:
The boat shall be provided with a trailer. The trailer shall be either two or three axles, depending on the required trailer load rating for the boat. The trailer frame shall be aluminum and appropriate for saltwater use. The trailer shall be bunk type. Bunks shall be aligned to hull.
The trailer shall be provided with the following features:
· Bunks as described above.
· Upright hull guides.
· Brakes, electrically actuated from the towing vehicle.
· Manual winch sized for the boat trailer loading line pull.
