About this file
This is a Statement of Work (SOW) for the procurement of an industrial medical device shredder system for the Gallup Indian Medical Center (GIMC). The Gallup Indian Medical Center, located at 1808 W Aztec Ave in Gallup, New Mexico, requires a one-time supply acquisition of a mechanically-operated shredder capable of destroying mixed-material medical supplies and equipment without pre-sorting requirements. The device must process plastics, textiles, rubber items, flexible tubing, paper-based materials, and small non-ferrous components, reducing them into small uniform fragments to prevent reuse or reidentification. The shredder must incorporate jam-mitigation capabilities, include physical safety barriers and emergency stop mechanisms, operate within appropriate noise and vibration levels for indoor industrial settings, and fit within designated warehouse space with hand-loading capability and standard container collection capability.
The contractor shall furnish, deliver, install, test, and provide initial operator training for the complete system within 12 to 14 weeks after award and receipt of approved submittals. Delivery responsibilities include on-site installation, startup and operational testing, and demonstration to Government personnel. Training shall cover safe operation, startup and shutdown procedures, routine maintenance, safety precautions, emergency procedures, and basic troubleshooting. The contractor must provide comprehensive documentation including operations manual, maintenance manual, safety instructions, preventive maintenance guidance, warranty documentation, and parts information. A manufacturer's standard warranty covering defects in material and workmanship for a minimum of twelve months after shipment is required. Government acceptance is contingent upon delivery of all components, successful installation, demonstrated operational capability, completed startup testing, completed operator training, and receipt of all required documentation. This is a 100% small business set-aside solicitation (75H71026Q00295) issued by the Department of Health and Human Services Indian Health Service with evaluation based on technical capability, delivery and installation schedule, safety and operational suitability, and price reasonableness.

Statement of Work (SOW) Medical Device Shredder for Gallup Indian Medical Center (GIMC)
1. Purpose The Gallup Indian Medical Center (GIMC) requires an industrial device capable of mechanically destroying mixed-material medical supplies and equipment. The purpose of this acquisition is to replace the current manual destruction process, which is inefficient, labor-intensive, and presents ongoing safety risks to personnel. The device must reliably render items unusable and support safe, efficient, and compliant disposal operations within the facility.
2. Scope The contractor shall furnish, deliver, install, test, and provide initial operator training for one medical device shredder system at GIMC. The equipment shall be capable of mechanically destroying mixed-material medical devices and supplies, including plastics, textiles, and light metals, without pre-sorting, and shall be suitable for routine, continuous-duty operation.
This is a one-time supply acquisition with associated incidental services for delivery, installation, testing, and training. The IHS procurement checklist indicates a Statement of Work is appropriate where the task is well known and can be described specifically, and the streamlined acquisition plan identifies this requirement as a one-time supplies/equipment purchase for GIMC General Services.
Performance Requirements
1 Functional Requirements Mechanically destroy mixed-material medical supplies without requiring pre-sorting.
Accept plastics, textiles, rubber items, flexible tubing, paper-based materials, and small non-ferrous components.
Reduce items into small, uniform fragments sufficient to prevent reuse or reidentification.
2 Operational Requirements Operate using a mechanical destruction method that resists jamming when processing irregular materials.
Support continuous or extended operation without overheating or requiring frequent interruption.
Maintain throughput adequate to process accumulated outdated supplies in a timely manner consistent with GIMC’s daily operational demands.
Include jam-mitigation capability such as reversing, clearing, or another effective method.
3 Physical Requirements Fit within the designated warehouse space and support safe hand-loading by personnel.
Include a stand or structural support allowing debris to be collected in standard containers used by the facility.
Operate at noise and vibration levels appropriate for indoor industrial settings.
4 Safety Requirements Include physical barriers or clearance features preventing operator contact with moving destruction components.
Include an emergency stop mechanism and automatic shutdown features triggered by unsafe operating conditions.
Include controls that can be operated safely and intuitively while wearing standard PPE.
5 Maintenance & Support Requirements Provide documentation detailing routine maintenance requirements and safe operation procedures.
Ensure availability of domestic service support and replacement parts.
Provide warranty coverage consistent with minimum industry standards for industrial mechanical equipment.
5. Delivery Requirements The contractor shall deliver the complete system within 12 to 14 weeks after receipt of award, approved submittals, and any required order documentation.
Delivery location:
