Statement of Work: Semiconductor Lead Times Data Section 1: Background

The Government Accountability Office (GAO) has initiated an engagement on the Global Semiconductor Shortage under the Comptroller General's authority. GAO requires data on semiconductor lead times, the time between when a semiconductor is ordered and when it is delivered, to support analyses of the global semiconductor shortage.

Section 2: Purpose

GAO often needs data resources to provide quantitative evidence to support analytic findings to support its work for the U.S. Congress. Examples of these analytic findings are found on the agency’s web site: https://www.gao.gov.

The data will enable GAO to assess the extent of the shortage on an ongoing basis and assess the impact of the shortage on manufacturers who incorporate semiconductors into their products. Specifically, lead times segmented by semiconductor device type will allow GAO to trace impacts of increased lead times to the manufacturers who incorporate certain device types into their products.

Section 3: Scope of Work

The vendor shall provide a product with data as described below. The data shall cover average semiconductor lead times for global semiconductor manufacturers delivering to customers in the United States.

Deliverables

1. Time series dataset: The vendor shall provide a time series dataset with semiconductor lead times, in weeks, for semiconductors. The time series dataset shall cover lead times for the time period from November 2019 through the present.

2. Subscription: For twelve consecutive months during the period of performance, the vendor shall update the dataset monthly and send updates to GAO within one week of each month’s end.

3. Documentation: The vendor shall provide GAO with data documentation, such as technical and user guides, that enables GAO to assess the reliability of the data. This documentation, or other information provided, shall include details about the sources of the data and steps taken ensure its accuracy, completeness, and comparability over time, as well as known limitations to the data. The documentation shall also include information about data segmentation by semiconductor device type and information about the sources used for data collection.

Section 4: Delivery

1. The vendor shall deliver dataset in comma-separated values (CSV) format or similar file format and delivered via email or another readily available means of transmission.

2. The vendor shall provide technical support by telephone and email to troubleshoot technical problems of access, downloading, and use of data.

3. The vendor shall provide analytic support by telephone and email to advise GAO on best methods to obtain needed data and to discuss data sources and data quality assurance steps.
