About this file

This is a Statement of Availability attachment for an IDEA Mediator RFP (540 2700000021) issued by a Commonwealth state agency. The document establishes evaluation criteria for vendor availability as a key component of the procurement process. Offerors must provide a specific number of hours available per week, with responses evaluated on a comparative scale where the vendor offering the most hours receives maximum points and other vendors receive proportional points based on their availability relative to the highest bidder. The attachment also requires vendors to indicate any availability restrictions during the contract period and to confirm their ability to travel throughout the Commonwealth, including potential overnight travel requirements.

The evaluation methodology allocates points based on availability hours using a percentage calculation formula. For example, a vendor offering 30 hours per week receives 100 points if that is the maximum bid, while a vendor offering 27 hours per week receives 90 points based on the ratio of their hours to the highest bid multiplied by the total available points. Vendors must respond with specific numeric values rather than general statements such as "As Needed" or "As Many As Needed." All vendors must confirm their willingness to fulfill travel requirements throughout the Commonwealth, including potential overnight stays, as these are mandatory aspects of the IDEA Mediator contract position.

Attachment A - Statement of Availability IDEA Mediator

RFP 540 2700000021

Vendor Name

Availability Offeror shall indicate and estimated number of hours available per week. Offeror shall not respond with As Needed, As Many As Needed or any similar statement. For evaluation purposes offerors response must be a number.

Hours per week

Offeror with most available hours/week will receive maximum points. Offeror with the next most available hours/week receives points by dividing hours by the most available hours and multiplying that percentage by the available points. For example, if 100 points is allocated to the most availability criteria for this procurement, Offeror "A" bids 30 hours/week as the highest Offeror and receives the maximum 100 points (30/30 = 1 x 100 = 100). Assume Offeror "B" is the next highest Offeror at 27 hours/week, then "B" receives 90 points (27/30 = .90 x 100 = 90).

Offeror should indicate if there are any availability restrictions during the contract period, if none, offeror shall response Not Applicable.
