About this file

This document is a technical specification attachment for replacing flowmeter processing units at the Upper and Lower Molina Power Plants in Mesa County, Colorado. The Bureau of Reclamation requires modernization of existing Accusonic flowmeters that are 30-36 years old, with a specific focus on upgrading electronic receiver and signal panels while retaining existing flow sensors. The detailed specifications call for six Accusonic Model 8510+ flowmeter consoles (or equivalent) compatible with existing acoustic transducers, designed to measure water flow through penstocks using acoustic transit-time velocity measurement methods.

Key technical requirements include NEMA 4X weatherproof enclosures, operation in temperatures from -10°C to 60°C, 125 Vdc or 90-250V AC power compatibility, and advanced features like a 320x240 pixel LCD touchscreen, Automatic Gain Control, and Modbus communication capabilities. The manufacturer must provide a one-year warranty, comprehensive documentation including owner's manuals, software, and technical drawings, and perform onsite testing and commissioning. The point of contact is Brittney Murphy at the Bureau of Reclamation in Salt Lake City, with the solicitation number 140R4025Q0071, targeting modernization of critical flow monitoring infrastructure.

ATTACHMENT 1 – SPECIFICATIONS ACCUSONIC FLOWMETERS FOR UPPER AND LOWER MOLINA POWERPLANTS

1.0 BACKGROUND

The Bureau of Reclamation (Reclamation), Upper and Lower Molina Power Plants located in Mesa County, Colorado, near the town of Molina, Colorado, have a requirement to replace the penstock flowmeters. The current penstock flowmeters are approximately 36 and 30 years old, respectively. The existing system was manufactured by Accusonic Technologies Inc. Hardware components of the old processing units have failed at Upper Molina and are no longer readily supported by Accusonic Technologies. The need for accurate and reliable measurements of flow through both powerplant penstocks is required to provide real-time monitoring of turbine discharges as well as monitoring turbine efficiency and validating the performance of replacement turbine runners in accordance with ASME, PTC 18. These flowmeters are also an integral part of the Molina Flow Controller.

2.0 DESCRIPTION OF THE WORK

The flow sensors (transducers) mounted within the penstocks are in satisfactory condition, they are still serviceable and do not need to be replaced. The modernization consists of retaining the existing flow sensors (transducers), while upgrading the electronic receiver and signal panels with current technology equipment. The new equipment will need to be compatible with the existing flow sensors (transducers). Once the equipment has been installed by Reclamation employees the system will require onsite testing and commissioning by the manufacture representative.

3.0 MODERNIZATION UPGRADE REQUIREMENT

The manufacturer shall furnish only a complete flowmeter system upgrade for measurement in two separate penstocks, in accordance with these specifications. The flowmeters shall measure flow in each penstock and display and output flowrate. The method used for velocity measurement shall be the acoustic transit-time method, which measures velocity by transmitting acoustic pulses between pairs of transducers mounted through the interior pipe wall.

The existing flow sensors (transducers) and associated cables in the existing configuration shall be retained for the upgrade. These sensors are utilized as generally described here. There are up to four (4) acoustic paths used for velocity measurement in each penstock pipe.

The velocity data from each of these paths shall be used to calculate the flow rate through a full flowing pipe. Transducer placements are existing, based on as-built measurements supplied in the original flowmeter installation.

1. Equipment to be Furnished

Equipment to be furnished shall include the following:

a.) Six (6) Accusonic Model 8510+10ACR6 flowmeter consoles or EQUAL, housed in NEMA 4X wall-mount weatherproof enclosures, and fully compatible with existing feed through-style Accusonic acoustic transducers, Model 7625/7605.

4.0 OPERATING CONDITIONS

Each system shall use source power from 125 Vdc or 90 to 250 Volts AC, 47-65 Hz @ 26 to 35 Watts power consumption.

Each flowmeter console shall be suitable for operation in an environment with temperature ranging from -10° C to 60° C and relative humidity ranging from 0% to 95% (non- condensing).

The water flowing in each penstock shall be free of entrained air bubbles that prevent proper operation of the acoustic transit-time velocity measurements.

5.0 MATERIALS

Component devices which perform similar functions in each system shall be purchased from the same manufacturer.

A. Flowmeter Console

Each flowmeter console shall be a multi-path acoustic transit-time type system. The flowmeter console shall measure discrete acoustic travel times to arrive at an average velocity for each of the acoustic paths. These velocity data points shall be integrated over the cross-sectional area of flow to determine the average flowrate through the pipe. The method of measuring and computing water velocity shall be independent of the speed of sound in water.

The flowmeter console shall be capable of operating four (4) acoustic paths in one

(1) penstock.

The console shall evaluate each acoustic signal received and shall reject those which are distorted by reflections or reverberations or whose amplitude is below a minimum value. Velocity and rate-of-change-of-velocity limits shall be user-selectable and adjustable on- site.

The flowmeter transmit voltage must exceed 600 Volts m order to ensure proper transmission through the pipeline.

The flowmeter console shall be equipped with an Automatic Gain Control (AGC) feature to ensure that all received acoustic signals are continuously amplified to usable levels.

The flowmeter shall have a 320 x 240 Pixel LCD Touchscreen Display for user interface with the flowmeter. The touchscreen display shall be mounted inside the door of the enclosure. No mechanical switches or knobs are required to adjust settings or scale the inputs/outputs. The user shall be able to enter all site-specific and operational parameters via the touchscreen.

The system shall also be capable of communication via a PC through a Windows 11® (or higher) user interface.

The console shall be installed in a NEMA 4X (IP66) polycarbonate enclosure suitable for wall mounting. The enclosure shall also provide an FI UV-Light rating for outdoor installations.

The system shall have the capability to display pipe flowrate and totalized flow. At the user's option, the system shall display a message that indicates the type, path, and location of a signal interruption or transducer failure.

The console shall be capable of providing eight (8) isolated analog 4-20 mA outputs of flowrate in multiple pipe sections.

The console shall utilize the same type of transmit module installed in the existing flowmeter consoles. This will allow for proper sonic matching and compatibility with the prior signal measurements.

The flowmeter shall be designed to return to full operation following a short-term power interruption, with all stored values retained.

Flowmeter console shall be the Accusonic Model 8510+, or EQUAL.

6.0 WARRANTY

The flowmeter manufacturer shall provide a factory warranty for a period of one (I) year following shipment of the flowmeter system. During the one (1) year warranty period, the manufacturer shall, at the manufacturer's option, repair or replace any part which fails due to defects in materials or workmanship

7.0 DESIGN PACKAGE REQUIREMENTS:

A. The Contractor shall provide the Modbus map of the data registers available. Modbus registers shall be available that provide the ability to modify configuration parameters of the meter as defined in Section 2.d of this specification.

B. The Contractor shall provide a list that separately identifies the standard recurring maintenance requirements associated with the new equipment being proposed.

C. Provide estimated delivery after the receipt of award.

D. Warranty Information.

If the above information is not included with the Contractors quote the quote can be found non-responsive and not considered for award.

8.0 FLOWMETER INFORMATION

As part of the final data package the contractor shall provide ALL data, documents, manuals, instructions, test plans, drawings, designs, sketches, software (on CD), software licenses, and/or pertinent information for all flowmeter processing units. Within three days of acceptance of installation the contractor shall provide at least two hard copies of the flowmeter Owner’s Manual and any other maintenance documentation. A soft copy of all documentation provided shall be provided, in PDF format, on a CD.
