About this file

This document is a specification for Offset Press Blankets to be used by the Bureau of Engraving and Printing (BEP) for waterless offset printing of U.S. currency.

The specification covers performance and acceptance requirements for the offset press blankets, including material composition, physical properties, quality assurance, and preparation for delivery. The blankets must meet specific dimensional, tensile, and impression depth requirements, and be resistant to inks and washes used in offset printing. The minimum acceptable service life is 200,000 impressions, with an average expected service life of 1,200,000 impressions. The BEP encourages the use of recovered materials in the manufacturing process. There are detailed testing and inspection requirements, as well as packaging and marking specifications. This specification is related to a Request for Quotations (RFQ) for Offset Press Blankets, Solicitation Number 2031ZA24Q00245, issued by the Department of the Treasury Bureau of Engraving and Printing.

3.0 REQUIREMENTS

3.1 Material The blankets shall be manufactured from either cotton or synthetic fabric or a combination of these fabrics. The fabric shall be free from defects that could adversely affect its performance as a component of the printing blanket. The fabric shall be coated on one side with an elastomeric material. The elastomeric material shall be formulated to produce a non-tacky finish. The elastomeric material shall be uniform with no noticeable skips, depressions, or high spots, and shall not distort the thread and weave pattern of the fabric. There shall be no cracks in the elastomeric material and no foreign matter imbedded in the surfaces of the blanket.

3.1.1 Recovered Materials. In accordance with the requirements of 42 United States Code 6901, et.seq. and 6962, the BEP encourages the use of the highest percentage of recovered materials practicable in the manufacture and delivery of the finished materials as specified herein provided all specification requirements are fulfilled.

3.2 Offset/Collector Blanket Performance The offset/collector blanket shall exhibit a high degree of dimensional stability and limit the piling of inks and paper dust that leads to image transfer failure. The blanket shall be used for waterless offset printing to transfer a high quality image that releases from the offset printing plate to the paper on Simultan offset presses and as an ink collecting blanket on the collecting cylinder of Super Orlof Intaglio presses. The blankets shall be resistant to all inks based on mineral oils as well as the washes used in offset printing.

The average service life of the offset /collector blanket should be 1,200,000 impressions. The minimum service life of the offset /collector blanket shall be over 200,000 impressions. The offset/collector blanket shall have surfaces that are non-tacky, which shall not adhere to United States currency paper during printing. The offset/collector blanket shall not contain or develop any one of the following: creases, tears, indentures, holes, lumps, or any other condition that might damage the press and/or printing plate and/or produce imperfect prints or images. The offset/collector blanket shall not delaminate during use.

3.3 Physical Requirements The offset press blanket shall comply with the requirements listed in TABLE I of this specification.

4.0 QUALITY ASSURANCE PROVISIONS

4.1 Contractor Quality Assurance Plan The BEP shall rely on the contractor’s existing quality assurance system. The BEP reserves the right to perform any inspections and tests deemed necessary upon receipt of the material to assure conformance to requirements. The BEP may conduct periodic site visits and quality audits of the facilities of the manufacturer or major first-tier subcontractors in cases when the contractor is a “broker”, “regular dealer”, “reseller”, or “converter”. Upon request by the BEP, the contractor shall provide a copy of their current quality assurance system document, e.g., quality assurance plan to the BEP. If the contractor is a “broker”, “regular dealer”, “reseller”, or “converter” and not the manufacturer of the supplies to be delivered under the terms of the contract, the BEP may request the contractor to provide a copy of the current quality system document of its major first-tier subcontractors.

Supersedes

The quality assurance system document will be used by the BEP for conducting the quality audit.

4.1.1 Modifications of the Quality Assurance System The contractor shall notify the BEP of any planned changes to its quality assurance system manual or plan. The changes shall be submitted in writing to the Contracting Officer and the Contracting Officer’s Representative (COR) with the reasons for the changes.

4.2 Control Chart The contractor shall provide a control chart of each of the control variables identified by the BEP. The control variables are characteristics or properties of the press blanket identified in the BEP specification. The control chart is a plot of the control variable of each lot or batch of material plotted sequentially by date of manufacture and shall contain the specification limits for the characteristic or property. The contractor shall furnish a hard copy and/or an electronic copy of the control chart of each control variable to the Contracting Officer’s Representative (COR) for each single delivery.

The lots shall be expressed in units of blankets, shall consist of single manufacturer’s batch or run, and shall have uniform properties. Sub-lots shall be established whenever conditions indicate a significant difference in raw materials and/or manufacture. The supplier shall indicate the sampling plan used to perform quality inspection and submit it for approval by the Contracting Officer Representative.

4.4 Testing Testing shall be conducted in accordance with the following methods.

Reference to specific instruments is for information only. Use of a company and/or product name in this document does not imply approval or recommendation of the product in preference to others that may also be suitable.
