About this file
This is a Specifications document (Attachment A) for a procurement of surface-mounted strain gages required by the Department of the Interior Bureau of Reclamation. The solicitation requires 1,000 strain gages for immediate use in time-sensitive laboratory testing supporting the USACE Garrison Dam Concrete Mix Design Program. The specified product is HBM (HBK) Part No. 1-LY41-100/120 or equivalent, designed for application to concrete and rock specimens with integration into a data acquisition system. Each test specimen requires between 2 and 6 strain gages depending on specimen size, and specimens are destroyed during testing, making reliability and accuracy critical.
The strain gages must meet precise technical specifications including: linear foil design with embedded measuring grid; polyimide carrier (minimum 0.001 inches), constantan measuring grid (minimum 0.00015 inches), and polyimide covering (minimum 0.0005 inches); integrated solder tabs sized 0.055 to 0.08 inches; carrier dimensions of 4.3 to 4.7 inches length and 0.3 to 0.4 inches width; 120 ohm nominal resistance with 0.3% tolerance; 2.0 nominal gage factor with ±1.0% variation; temperature response similar to ferritic steel at 10.8 ppm/K; and maximum 5% elongation in both directions. Vendors must submit technical data demonstrating compliance with all specifications or face non-responsive determination. Delivery must occur by April 1, 2025 for full shipment, or partial shipments are acceptable with first delivery by April 1, 2026 (minimum 300 gages), second delivery by April 30, 2026 (minimum 300 gages), and final delivery by May 15, 2026. Payment is contingent upon delivery to the Bureau of Reclamation Denver Federal Center location and Government acceptance of deliverables.

SPECIFICATIONS
TSC 8530 STRAIN GAGES
Reclamation requires 1000 surface mounted strain gages for immediate use for the testing of many concrete cylinders, concrete beams, and other laboratory test specimens for a time sensitive laboratory testing in support of the USACE Garrison Dam Concrete Mix Design Program. Concrete cylinders and beams are cast in the lab, and each test specimen will require between 2 and 6 strain gages depending on the specimen size and the test to be conducted. The gages must be able to be applied to concrete and rock and attached to a data acquisition system for collection and evaluation of strain data. The strain gages must be consistent in configuration, quality, and accuracy, and must be compatible with laboratory equipment (see specifications) requiring little to no modification. Each specimen is destroyed during testing and cannot be replaced. Therefore, the reliability, materials quality, and accuracy of the strain gage is extremely important. As the project progresses, a substantial on-hand supply of surface mounted strain gages is required to avoid costly and impactful project schedule delays.
