Statement of Work: Replace walk in cooler at USDA Bldg. 61. Remove all existing cooler components. Provide and install new 24x24x8 walk in cooler with insulated floor. Provide and install any necessary refrigeration and electrical components necessary to maintain a temperature of 38-45 degrees Fahrenheit.

Project Objective: The objective of this project is to replace existing walk-in cooler at Bldg. 61.

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan must include phone numbers and maps to the local Dr. Office and nearest Hospital.

All employees of the general contractor or subcontractors must have the 10- hour OSHA certified

Construction Safety course and/or other relevant competency training. Supervisors must have completed the 30-hour OSHA training.

Requirement: Provide all equipment, labor, and materials necessary (including dumpster/container if applicable). Provide all quotes as turn-key completed work.

• Work must be accomplished in accordance with all local, state, and federal codes and regulations.

• Remove all existing cooler components.

• Provide and install new 24 x 24 x 8 walk-in cooler with insulated flooring.

• Provide and install dehumidification equipment to maintain minimum 40% humidity.

• Refrigeration equipment must be capable of maintaining 38-45 degrees F at all times.

• Unit must have external temperature gauge outside of doorway.

• Unit must have 48” external door with transition provided and installed to provide access to cart traffic.

• Provide and install strobe light for high temp alarm on outside of Bldg. 61 (include installation of electrical circuit and establish connection to new controls and existing electrical panel located on

NE wall).

• Provide and install new controls and thermostats for cooler and establish connections to existing electrical panel.

• Provide and install 6, 4ft LED ceiling lights (2 on each side of cooler and 2 down the middle running north and south) to terminate to single switch located by cooler doorway.

• Establish electrical circuit for LED lights and provide connection to electrical panel.

• New condensing refrigeration units must be placed outside of building on external East wall of

Bldg. 61.

• Contractor must provide and install any new electrical components/materials necessary for project completion.

• Contractor must be able to provide service within 24 hrs. of service call.

• (Optional Line Item: provide annual telemonitoring service for cooler for potential high temp alarms, shutdowns, etc.).

(Existing electrical panel is 240V 225A)

Contractor Responsibility:

1. Contractor must verify all dimensions and site conditions prior to beginning work.

2. Contractor must perform the work as listed in the above outlined Base Bid.

3. Contractor must keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor must manage the project and consult with the Government prior to beginning any work phases and must work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Site Supervisor on the job while working on this project.

7. Contractor must provide their own restroom facility and dumpster.

8. Contractor must remove all demolished material and debris from the worksite and dispose off-site.

9. The Contractor mut confine all operations on Government premises to areas authorized or approved by the Contracting Officers Representative (COR).

10. Employees of general contractor and subcontractors must comply with ARS security management program, obtain permission from the COR, be identified by project and employer by wearing contractor issued identification badges (if required) at all times on ARS property, and restricted from unauthorized access.

11. The Contractor must hold and save the Government, its officers, and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

Material / Submittals:

The Contractor must supply all materials necessary to successfully complete the project and deliver a functioning system as required.

Installation Procedure:

1. Contractor must verify all dimensions and site conditions prior to beginning work.

2. Contractor must schedule the work between working hours as listed below.

3. Contractor must provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor.

4. The contractor must always be responsible for protecting their work and ensuring the safety of their crew and ARS employees. Upon completion of the project, the contractor must remove from the premises all accumulated materials and rubbish caused by the project. Premises must be left in a clean, orderly, and acceptable condition.

5. Existing cooler and components must become property of the Contractor and be removed by

Contractor from ARS property.

6. Contractor must follow all ARS EMS disposal criteria. Recyclable materials must be recycled, and the savings must be included in the contractor’s quote, therefore passed on to the government.

7. Contractor must provide disposal records where applicable.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities must be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative must inspect and approve the work performed on this project. The

Contractor must schedule inspection a minimum of 10 days in advance, in writing, to the Contracting

Officers Representative.

Project Schedule:

The completion of this project must not exceed 90 days from date of Award. A request for time extension must be submitted to the Contracting Specialist/Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

ARS reserves the right to close or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown.

Work Hours:

Contractor’s working hours must be scheduled to coincide with the working hours of the Tifton location which is 8 a.m. to 4:30 p.m., Monday – Friday. Should it be necessary to work hours other than the regular working hours, the contractor must arrange for access to the area with the CO/COR three days prior to the need.
