STATEMENT OF WORK – OPERATION AND MAINTENANCE OF WATER SYSTEM
AND WASTEWATER SYSTEM FOR SOUTHEAST LOUISIANA REFUGES COMPLEX
The Contractor shall provide services related to the operation and maintenance of the water system and wastewater system at Southeast Louisiana Refuges Complex, starting May 1, 2021, through April 30, 2022, with 4 one-year renewable option years.
Documentation will be provided for all services to confirm compliance with Federal and/or State Code requirements by the contractor. For these services, the contractor will be available for service calls related to the systems.
Contractor Qualifications: the contractor must currently possess and maintain Class 1 Certifications from the State of Louisiana for all of the following categories:
• Water production
• Water distribution
• Water treatment
• Wastewater collection
• Wastewater treatment
**Contractor must submit a copy of their certification as an attachment to their quote.
1. Services to operate and maintain the water system at Southeast Louisiana Refuges Complex, 61389 Highway 434, Lacombe, LA 70445 to include:
• One (1) site visit per month to inspect the mechanical integrity of the water well site and administer one (1) free chlorine test on the system. Service sheets shall be provided by email to U.S. Fish and Wildlife Service representative within five
(5) business days of the performed work.
2. Services to operate and maintain wastewater treatment system at Southeast Louisiana
Refuges Complex, 61389 Highway 434, Lacombe, LA 70445 to include:
• One (1) site visit per month to inspect, clean, and adjust the wastewater system for proper operation and compliance. Contractor to supply chlorine tablets, as needed. Service sheets shall be provided by email to U.S. Fish and Wildlife Service representative within five (5) business days of the performed work.
3. Services for one (1) annual visit to administer tests on eight (8) backflow preventers at Southeast Louisiana Refuges Complex, 61389 Highway 434, Lacombe LA 70445. Service sheets shall be provided by email to U.S. Fish and Wildlife Service representative within five (5) business days of the performed work.
4. Services to collect wastewater samples and submit Discharge Monitoring Reports (DMR) to NetDNR at the following locations and frequencies:
• Two (2) outfalls at Southeast Louisiana Refuges Complex, 61389 Highway 434, Lacombe, LA 70445; sampling frequency- both semi-annual
• One (1) outfall at Bayou Sauvage National Wildlife Refuge, 16901 Chef Menteur Highway, New Orleans LA 70129; sampling frequency annual
• One (1) outfall at Delta National Wildlife Refuge, 215 Offshore Shipyard Road, Venice LA 70091; sampling frequency semi-annual
Service sheets for wastewater sample(s) collections shall be provided by email to U.S.
Fish and Wildlife Service representative within five (5) business days of the performed work.
